<br />and s*w*rs, providing for the construction, alteration and maintenance of such sewers
<br />and drains in such cities and within four miYse thereof, also providing for then
<br />assessment of.propsrty specificatlly benefited thersby for the payment thereof, in
<br />whole or in part, and for, the collection of such assessment.si repealing all laws and
