REGULAR MEETING JULY 9, 2007 <br />efficient use of land, and to provide for any individual land use not otherwise specified <br />elsewhere in the Ordinance. The preliminary plan is for the rezoning of just over 24 <br />acres of land for a mixed use development called Eddy Street Commons. The <br />development is divided into the following seven major areas: Area 1: <br />RetaiUOffice/Multifamily. Area 1 is generally located on both sides of Eddy Street south <br />of Angela Boulevard/Edison Road and north of Napoleon Boulevard as extended. It will <br />serve as the main activity hub of the development with land uses oriented towards Eddy <br />Street, which will function as the "gateway drive" between the City of South Bend and <br />the University of Notre Dame. The architecture will reflect a small downtown street <br />setting promoting pedestrian oriented activities such as a mix of outdoor street vendors <br />and outdoor dining. The first floor will contain retail, restaurants, and offices while the <br />second and third floors may contain a combination of retail, office, and dwelling units. <br />Other uses as permitted in the MU Mixed Use District will be allowed. Development <br />standards as proposed, such as zero setbacks, are in keeping with the high density nature <br />of the project. The general building height is 65 feet or four stories with certain <br />architectural features being as high as 75 feet or five stories. Area 2: is generally located <br />on the south side ofAngela Boulevard/Edison Road, approximately 400 feet east of Eddy <br />Street. Two hotels are planned for the area. One hotel will be a full service hotel with a <br />conference center and possibly condominium units in the upper floors. The other hotel <br />will be a limited service hotel with approximately 125 rooms. The maximum building <br />height will be 150 feet or 12 stories. Area 3: is centrally located in the middle of the <br />development. It will contain a shared common parking garage with a minimum 1,000 <br />parking spaces, and surface parking with a minimum 150 parking spaces. These will <br />serve as parking for the adjacent Areas 1, 2, and 4. The parking garage maximum height <br />will be 65 feet with the intent not to exceed the height of the surrounding buildings. <br />Interior and off-street parking area landscaping will be provided. Area 4: <br />Office/Residential Flats. Area 4 is generally located on the north side of Napoleon <br />Boulevard and between Duey and Burns Avenues extended. Offices and residential flats <br />are the primary uses in this area. Approximately 50-60 units are anticipated with sizes <br />ranging between 1,000-1,700 square feet with one car attached garages. Office uses will <br />be limited along Duey Avenue. Building heights will be a maximum of 70 feet or 4 <br />stories. Area 5: City Homes. Area 5 is generally located between the north side of <br />Napoleon Boulevard extended and Angela Boulevard/Edison Road and east of Duey <br />Avenue extended. CityHomes are traditional attached side by side townhouses. <br />Approximately 60-70 unites are anticipated, ranging in size from 1,600-2,400 square feet. <br />Area 6: Courtyard Townhomes. Area 6 is generally located on the south side of <br />Napoleon Boulevard extended between Georgiana and Dues Avenues. Courtyard <br />townhomes are attached side by side townhomes ranging in size from 1,600-2,400 square <br />feet with rear access and a two car attached garage. There will be individual private <br />courtyards between the units and garages. There will be approximately 20-26 units. <br />Area 7: Open space/SF-2. Area 7 is generally located along the east and southeast <br />corner of the project site. The area may include a combination of storm management <br />structures, woods, constructed wetlands, and pedestrian connections to the east. The area <br />on the south side of Napoleon Boulevard extended may contain the same uses plus any <br />additional uses allowed in the SF 2 Single Family and Two Family District. Landscaping <br />and Open Space. The nature of this high density development, such as zero setbacks, <br />precludes the typical perimeter landscape buffering between uses. The overall <br />development will be lined with street trees, and the surface parking area will be <br />landscaped per the landscape ordinance. Plazas and elevated courtyards provide <br />additional open space and landscaping opportunities. Signs. Traditional free-standing, <br />ground mounted signs are not being contemplated due to the nature of the urban setting. <br />Wall and roof signs will be the norm, with each area having established requirements. <br />Additional Notes of Interest: An Architectural Review Board (ARB) will be established <br />by the developer. The Board of Public Works will retain approval of all structures and <br />projections within the City of South Bend rights-of--way and also review any temporary <br />uses, such as fairs and other temporary activities, that will take place in the rights-of--way. <br />The property located at the southeast corner of Angela Boulevard/Edison Road and Eddy <br />Street was annexed into the City of South Bend on December 24, 2006 and zoned U <br />University District. A number of partnerships between the City, the neighborhood, and <br />the university have proposed a wide variety of redevelopment activities in the immediate <br />vicinity including the State Road 23 widening, the Tech Park, the redevelopment of the <br />
