REGULAR MEETING JUNE 11, 2007 <br />Councilmember Rouse stated that this is a tough lessoned learned. Everyone has gone <br />through a lot of meetings and back and forth e-mails from various people in the <br />community. The Council knows that it is critical to have a vibrant and vital downtown <br />area. Some other things have come out during this situation such as control and <br />oversight, which affect this Council. He looks at this as an issue that he would rather not <br />have gone through but looks at it also as a learning experience that is going to make this <br />City a better City; this Council a better Council and Downtown South Bend a better place <br />to work, play and live. Councilmember Rouse stated that he looks forward to the future <br />and to forgetting the past. He stated that he would be voting in favor of this bill. <br />Councilmember Puzzello advised that she would like to add that she too is proud of the <br />way this issue was handled by both the Council and DTSB. There has been a lot of <br />honesty and openness in the past few weeks. <br />Councilmember Rouse made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Kuspa seconded the motion which carried by a <br />voice vote of six (6) ayes. <br />BILL NO. 32-07 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA <br />APPROPRIATING $167,052 RECEIVED FROM THE <br />U. S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT'S SHELTER PLUS CARE GRANT <br />PROGRAM WITHIN FUND 212 COMMi.JN1TY & <br />ECONOMIC DEVELOPMENT FUND <br />Councilmember Dieter, Chairperson, Community and Economic Development <br />Committee, reported that this committee held a meeting this afternoon and after <br />discussing the pros and cons it was the consensus of the committee to send this bill to the <br />full Council with a favorable recommendation. <br />Mr. John Sellers, Department of Community & Economic Development, 12~` Floor <br />County-City Building, South Bend, Indiana, made the presentation for this bill. <br />Mr. Sellers advised that this bill would allow for the appropriation of Shelter Plus Care <br />grant funds received by the City of South Bend for Madison Center and Aids <br />Ministries/Aids Assist. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill. Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill.
