Box 146, Aptakistic Road, Prairie <br />View, Illinois. It was noted that the bid had been delivered via <br />Federal Express and an attempt had been made on Saturday, April 11, <br />1981, to deliver the bid; however, there had been no one in the <br />office to sign the receipt of same. Upon a motion made by Mr. Kernan, <br />seconded by Mr. Hill and carried, the Clerk was instructed to return <br />the unopened bid, and the bid Tropical Plant Rentals was, therefore, <br />rejected. <br />Mr. David Jahn, Construction Manager, questioned why the Board had <br />chosen to reject the bid of Tropical Plant Rentals when there was <br />evidence Federal Express had tried to deliver the package prior to <br />the bid deadline. Mr. Hill explained that it had been thought the <br />bid would have been delivered and someone in security would have <br />been available to sign it. He stated that the Board did not want <br />to be in a position where it would have to waive the deadline require - <br />ment or make exceptions. He advised that, a few weeks ago, an <br />exception had been made when a bid had been turned in past the dead- <br />line only because there had been a change in the bid opening date. <br />Mr. Crone stated that it was not a matter of finding fault with a <br />company. A gentleman in the audience asked why then the Board had <br />given another company additional time to submit the proper bid security. <br />Mr. Crone stated that, in the case of Hunziker's, and in past bid <br />openings by the Board, the bid security is not an automatic fatal <br />defect, such as a late bid or an unsigned bid. He stated that the <br />Board has allowed, in the past, the bidder to submit the correct <br />form of bid security within a 48 -hour period, and he stated that <br />
