REGULAR MEETING <br />MARCH 23, 1981 <br />NOTIFICATION OF ACCEPTANCE BY STATE OF COMPLETED CONSTRUCTION <br />ON ORANGE - COLFAX CONNECTOR <br />The Board received a letter from the Indiana State Highway Commission <br />that they have accepted the completed construction under Contract <br />R- 12176, Projects TQM- S122(1), TQM- S012(1) and M- S026(1) and released <br />contractor from further maintenance responsibility as of October 2, <br />1980. This project was construction on Orange Street, Birdsell <br />Street, and Colfax Avenue, under the supervision of the Indiana <br />State Highway Commission, as an agent of the Fedreal Government. <br />Under the provisions of the agreement between the State of Indiana <br />and the City of South Bend, for Projects TQM- S122(1), TQM- S012(1), <br />and M- S026(l), signed and dated May 2, 1979, Orange Street, Birdsell <br />Street, and Colfax Avenue, and the improvements involved, now reverts <br />to the City of South Bend for proper maintenance. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Hill and carried, the <br />above notice was filed by the Board. <br />REQUEST OF ST. PATRICK'S CHURCH FOR PALM SUNDAY PROCESSION <br />The Board received a request from St. Patrick's Church to hold a <br />palm service and procession in conjunction with the Cathedral of St. <br />James on April 12, 1981, at 10:15 a.m. There will be a brief service <br />in the Tippecanoe parking lot at the corner of Washington and Taylor <br />Street. The St. Patrick's parishioners will process down the sidewalk <br />to St. Patrick's Parish, 309 S. Taylor. The St. James' parishioners <br />will process down the sidewalk to the Cathedral, 117 N. Lafayette. <br />It was noted that St. Patrick's will need assistance crossing <br />Washington Street and the St. James' parishioners will need assistance <br />crossing Williams Street. Upon a motion made by Mr. Hill, seconded <br />by Mr. Leszczynski and carried, the Board approved the procession <br />subject to approval of the Bureau of Traffic and Lighting and the <br />Police Department Traffic Division. <br />APPROVAL OF REQUEST TO PASS OUT GREEN RIBBONS AND COLLECT DONATIONS <br />ON PLAZA - WHITNEY M. YOUNG JR. ALTERNATIVE HIGH SCHOOL <br />The Board received a request from the Whitney M. Young Jr. Alternative <br />High School to pass out green ribbons and collect donations for the <br />Atlanta Children's Fund on River Bend Plaza on March 26 and 27, 1981, <br />between 10:00 a.m. and 1:00 p.m. The purpose of the project is to <br />raise awareness of the plight of the families of the murdered <br />children of Atlanta. Upon a motion made by Mr. Kernan, seconded by <br />Mr. Leszczynski and carried, the request was approved. <br />APPROVAL OF COMMUNITY DEVELOPMENT CONTRACT FOR AUDIT <br />SERVICES - PEAT, MARWICK. MITCHELL & CO. <br />Ms. Marzy Bauer, Director of the Community Development Department, <br />submitted for Board approval a contract with Peat, Marwick, Mitchell <br />& Co. for Audit services for a total budget amount not to exceed <br />$8,000. Mr. Leszczynski stated that audit is for the Community <br />Development Block Grant and the Urban Development Action Grant. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the contract was approved. <br />BIDS RE- ADVERTISED FOR PURCHASE OF POLICE VEHICLES <br />The bid opening for the purchase of 39 police vehicles has been set <br />for April 6, 1981. Mr. Kernan informed the Board that several of <br />the car dealers would not be able to submit a bid because their <br />deadline for fleet orders is April 4, 1981. Mr. Kernan made a <br />motion that the bids be re- advertised and a special meeting of the <br />Board be set to receive bids on March 31, 1981, at 9:00 a.m. Mr. <br />Hill seconded the motion and it carried. It was rioted that all <br />prospective bidders who had received the Notice to Bidders and <br />specifications would be sent certified notice of the new date and <br />time for receipt of bids. <br />
