REGULAR MEETING MARCH 23, 1981 NOTIFICATION OF ACCEPTANCE BY STATE OF COMPLETED CONSTRUCTION ON ORANGE - COLFAX CONNECTOR The Board received a letter from the Indiana State Highway Commission that they have accepted the completed construction under Contract R- 12176, Projects TQM- S122(1), TQM- S012(1) and M- S026(1) and released contractor from further maintenance responsibility as of October 2, 1980. This project was construction on Orange Street, Birdsell Street, and Colfax Avenue, under the supervision of the Indiana State Highway Commission, as an agent of the Fedreal Government. Under the provisions of the agreement between the State of Indiana and the City of South Bend, for Projects TQM- S122(1), TQM- S012(1), and M- S026(l), signed and dated May 2, 1979, Orange Street, Birdsell Street, and Colfax Avenue, and the improvements involved, now reverts to the City of South Bend for proper maintenance. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above notice was filed by the Board. REQUEST OF ST. PATRICK'S CHURCH FOR PALM SUNDAY PROCESSION The Board received a request from St. Patrick's Church to hold a palm service and procession in conjunction with the Cathedral of St. James on April 12, 1981, at 10:15 a.m. There will be a brief service in the Tippecanoe parking lot at the corner of Washington and Taylor Street. The St. Patrick's parishioners will process down the sidewalk to St. Patrick's Parish, 309 S. Taylor. The St. James' parishioners will process down the sidewalk to the Cathedral, 117 N. Lafayette. It was noted that St. Patrick's will need assistance crossing Washington Street and the St. James' parishioners will need assistance crossing Williams Street. Upon a motion made by Mr. Hill, seconded by Mr. Leszczynski and carried, the Board approved the procession subject to approval of the Bureau of Traffic and Lighting and the Police Department Traffic Division. APPROVAL OF REQUEST TO PASS OUT GREEN RIBBONS AND COLLECT DONATIONS ON PLAZA - WHITNEY M. YOUNG JR. ALTERNATIVE HIGH SCHOOL The Board received a request from the Whitney M. Young Jr. Alternative High School to pass out green ribbons and collect donations for the Atlanta Children's Fund on River Bend Plaza on March 26 and 27, 1981, between 10:00 a.m. and 1:00 p.m. The purpose of the project is to raise awareness of the plight of the families of the murdered children of Atlanta. Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski and carried, the request was approved. APPROVAL OF COMMUNITY DEVELOPMENT CONTRACT FOR AUDIT SERVICES - PEAT, MARWICK. MITCHELL & CO. Ms. Marzy Bauer, Director of the Community Development Department, submitted for Board approval a contract with Peat, Marwick, Mitchell & Co. for Audit services for a total budget amount not to exceed $8,000. Mr. Leszczynski stated that audit is for the Community Development Block Grant and the Urban Development Action Grant. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the contract was approved. BIDS RE- ADVERTISED FOR PURCHASE OF POLICE VEHICLES The bid opening for the purchase of 39 police vehicles has been set for April 6, 1981. Mr. Kernan informed the Board that several of the car dealers would not be able to submit a bid because their deadline for fleet orders is April 4, 1981. Mr. Kernan made a motion that the bids be re- advertised and a special meeting of the Board be set to receive bids on March 31, 1981, at 9:00 a.m. Mr. Hill seconded the motion and it carried. It was rioted that all prospective bidders who had received the Notice to Bidders and specifications would be sent certified notice of the new date and time for receipt of bids.
