REGULAR MEETING MARCH 16, 1981 The regular meeting of the Board of Public Works was convened at 9:30 a.m., on Monday, March 16, 1981, by President John E. Leszczynski, with Mr. Leszczynski and Mr. Richard L. Hill present. Deputy City Attorney Terry A. Crone was also present. MINUTES OF PREVIOUS MEETING APPROVED Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the minutes of the March 9, 1981, regular meeting of the Board were approved as submitted. CANCELLATION OF MARCH 30TH BOARD MEETING Mr. Leszczynski advised that Mr. Hill and Mr. Kernan would be out of the city on March 30, 1981, and there would not be a quorum to hold a meeting. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the regularly scheduled Board meeting of March 30th was cancelled. AGENDA ITEM ADDED Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the notification of parking rate increases for National Autopark, Inc. was added to the agenda following approval of the Community Development Program contracts. APPROVE INTENDED USE OF REVENUE SHARING FUNDS This was the date set for holding a public hearing on the proposed use of revenue sharing funds in the amount of $20,000.00 during the calendar year 1981. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri- County News which were found to be sufficient. Mr. Leszczynski noted that this was the public hearing on the proposed use of revenue sharing funds as follows: $20,000.00 Summer Environmental Clean -Up Program In accordance with guidelines adoped for such use of revenue sharing funds, information about this public hearing was forwarded to the following senior citizen groups with the request that the notice be posted: Foster Grandparents, Hansel Neighborhood Center, REAL Services, Retired Senior Volunteer Program and Senior Citizens Group of LaSalle Park. Ms. Kathy Barnard, Director of the Neighborhood Code Enforcement Office, explained that the appropriation of $20,000 would be used for equipment purchase and repair, contractual services and gasoline to fund the 8 -10 week summer clean -up program in various areas throughout the city. Councilman Walter Szymkowiak spoke in support of the appropriation and stated that he felt the program was needed. There was no one present to speak against the proposed ex- penditure. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the public hearing was closed and the Clerk was instructed to forward the minutes of this public hearing to the Controller's Office and the City Clerk. APPROVE ASSESSMENT ROLL - VACATION RESOLUTION NO. 3505, 1981 (1000 BLOCK LINCOLNWAY EAST) This being the date, hearing was held on the Assessment Roll with respect to Vacation Resolution No. 3505, 1981, for the vacation of the first alley west of Miami on Lincolnway East, running southwesterly for a distance of 151 feet; thence northwesterly for a distance of approximately 96 feet to railroad right -of -way (adjacent to Lots M, N and 0 in Wenger and Kreighbaum's Vistula Avenue Addition to the City of South Bend). The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri- County News which were found to be sufficient. The Assessment Roll lists $0.00 net benefits and $0.00 net damages to the abutting properties. No remonstrators were present and no written remonstrances were filed with the Board. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the Assessment Roll was approved and said resolution is in all things ratified and confirmed and said proceedings closed.
