REGULAR MEETING <br />MARCH 16, 1981 <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m., on Monday, March 16, 1981, by President John E. Leszczynski, <br />with Mr. Leszczynski and Mr. Richard L. Hill present. Deputy City <br />Attorney Terry A. Crone was also present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the minutes of the March 9, 1981, regular meeting of the Board were <br />approved as submitted. <br />CANCELLATION OF MARCH 30TH BOARD MEETING <br />Mr. Leszczynski advised that Mr. Hill and Mr. Kernan would be out of <br />the city on March 30, 1981, and there would not be a quorum to hold <br />a meeting. Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Hill and carried, the regularly scheduled Board meeting of March <br />30th was cancelled. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the notification of parking rate increases for National Autopark, Inc. <br />was added to the agenda following approval of the Community Development <br />Program contracts. <br />APPROVE INTENDED USE OF REVENUE SHARING FUNDS <br />This was the date set for holding a public hearing on the proposed use <br />of revenue sharing funds in the amount of $20,000.00 during the calendar <br />year 1981. The Clerk tendered proofs of publication of notice in the <br />South Bend Tribune and the Tri- County News which were found to be <br />sufficient. Mr. Leszczynski noted that this was the public hearing <br />on the proposed use of revenue sharing funds as follows: <br />$20,000.00 Summer Environmental Clean -Up Program <br />In accordance with guidelines adoped for such use of revenue sharing <br />funds, information about this public hearing was forwarded to the <br />following senior citizen groups with the request that the notice be <br />posted: Foster Grandparents, Hansel Neighborhood Center, REAL <br />Services, Retired Senior Volunteer Program and Senior Citizens Group <br />of LaSalle Park. Ms. Kathy Barnard, Director of the Neighborhood <br />Code Enforcement Office, explained that the appropriation of $20,000 <br />would be used for equipment purchase and repair, contractual services <br />and gasoline to fund the 8 -10 week summer clean -up program in various <br />areas throughout the city. Councilman Walter Szymkowiak spoke in <br />support of the appropriation and stated that he felt the program was <br />needed. There was no one present to speak against the proposed ex- <br />penditure. Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Hill and carried, the public hearing was closed and the Clerk was <br />instructed to forward the minutes of this public hearing to the <br />Controller's Office and the City Clerk. <br />APPROVE ASSESSMENT ROLL - VACATION RESOLUTION NO. 3505, 1981 <br />(1000 BLOCK LINCOLNWAY EAST) <br />This being the date, hearing was held on the Assessment Roll with <br />respect to Vacation Resolution No. 3505, 1981, for the vacation of <br />the first alley west of Miami on Lincolnway East, running southwesterly <br />for a distance of 151 feet; thence northwesterly for a distance of <br />approximately 96 feet to railroad right -of -way (adjacent to Lots M, <br />N and 0 in Wenger and Kreighbaum's Vistula Avenue Addition to the <br />City of South Bend). The Clerk tendered proofs of publication of <br />notice in the South Bend Tribune and the Tri- County News which were <br />found to be sufficient. The Assessment Roll lists $0.00 net benefits <br />and $0.00 net damages to the abutting properties. No remonstrators <br />were present and no written remonstrances were filed with the Board. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the Assessment Roll was approved and said resolution is in all things <br />ratified and confirmed and said proceedings closed. <br />
