f`' ) F l 7#1 <br />All '..J <br />REGULAR MEETING <br />FEBRUARY 16, 1981 <br />FILING OF ASSESSMENT ROLL - VACATION RESOLUTION NO. 3505, 1981 <br />(FIRST ALLEY WEST OF MIAMI ON LINCOLNWAY EAST) <br />John E. Leszczynski, City Engineer, filed an Assessment Roll with <br />respect to Vacation Resolution No. 3505, 1981, for the vacation of <br />the first alley west of Miami on Lincolnway East, running south- <br />westerly for a distance of 151 feet; thence northwesterly for a <br />distance of approximately 96 feet to railroad right -of -way. The <br />following property may be injuriously or beneficially affected by <br />such vacation: <br />Lots M, N, 0 and X, Wenger and Kreighbaum's Vistula <br />Avenue Addition <br />The Assessment Roll lists $0.00 net damages and $0.00 net benefits <br />to the abutting properties. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Kernan and carried, the Assessment Roll was filed <br />and set for public hearing on March 16, 1981. <br />APPROVAL OF OPEN AIR STAND APPLICATION - PRETZEL PALACE (RIVER BEND PLAZA) <br />Mr. Robert DeGraff, 3503 Brookhurst Place, submitted an application <br />for renewal of his Open Air Stand License for operation of the Pretzel <br />Palace on River Bend Plaza. It was noted that Mr. DeGraff had been <br />notified in January to have the trailer removed from its present <br />location on the Plaza by February 16, 1981,. since vacation notices <br />had been sent from the Redevelopment Department to those properties <br />on the west side of Michigan Street concerning demolition of the <br />structures in April. Mr. Patrick McMahon, Director of the Department <br />of Redevelopment, in subsequent conversations with Mr. DeGraff, advised <br />him that Redevelopment would have no problem with Mr. DeGraff operating <br />the stand at its present location on a month -to -month basis provided <br />the city reserved the right to cancel the license at any time upon <br />two weeks' written notice to Mr. DeGraff. Mr. Leszczynski stated <br />that the Health Department and Neighborhood Code Enforcement Office <br />had conducted investigations and had found no health or environmental <br />violations at the stand or in its immediate vicinity. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Kernan and.carried, the <br />application for an Open Air Stand License for the Pretzel Palace <br />was approved on a month -to -month basis, and provided further that <br />the city have the right to cancel the license at any time upon two <br />weeks' written notice to Mr. DeGraff. <br />APPROVAL OF COMMUNITY DEVELOPMENT PROGRAM CONTRACT (BUREAU OF HOUSING <br />Ms. Marzy Bauer, Director of the Community Development Department, <br />submitted for Board approval a contract with the Bureau of Housing <br />for work under the Community Development Program for a total budget <br />amount not to exceed $50,000. It was noted that the contract would <br />fund routine program activities for the rehabilitation of the YWCA <br />building to be administered by the Bureau of Housing. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the <br />contract was approved. <br />APPROVAL OF ENVIRONMENTAL CLEAN -UP OF LOTS <br />A request from the Neighborhood Code Enforcement Office was received <br />for permission to have city environmental crews clean the following <br />lots within the city: <br />ADDRESS CONDITION <br />638 N.
