Deputy City Attorney Terry A. Crone
was also present.
MINUTES OF PREVIOUS MEETING APPROVED
Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski and
carried, the minutes of the January 26, 1981, regular meeting of
the Board were annroved as submitted.
AGENDA ITEM ADDED
Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and
carried, a request for installation of sidewalks and new traffic
signs on Miami Street by the National Spinal Cord Injury Foundation
was added to the agenda following the disposition of obsolete office
equipment by the Street Department.
APPROVE EXTENSION OF CONSULTING SERVICES CONTRACT - POLICE DEPARTMENT
Police Chief Dan Thompson requested Board approval of the extension
of the consulting services contract between the city and John Cimino
in connection with services performed under the department's Man-
aging Criminal Investigation Grant. Mr. Leszczynski advised that
the funds to pay Mr. Cimino at the rate of $16.85 per hour for a
maximum of 11 hours per week would come from the grant itself,
and it was anticipated the grant would be terminated on May 15,
1981. It was noted that the original contract ended January 31,
1981. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and
carried, the contract extension was approved to May 15, 1981.
APPROVE CONTRACT WITH UNIVERSITY OF NOTRE DAME (FIRE ALARM SERVICE)
Mr. Leszczynski advised that the Fire Department and the University
of Notre Dame were desirous of entering into an agreement for fire
alarm assistance whereby the University would purchase and install
a digital readout device in the alarm office of the South Bend
Fire Department. The Fire Department, in turn, would instruct
and direct its fire personnel to notify the appropriate University
fire personnel of any fire alarm received for the sum of $110 per
month for the term of the contract. Assistant Chief Ernest
Rozanski advised that the city would still provide fire service
to the University when needed and requested as in the past. Upon
a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried,
the contract was approved.
APPROVE CONTRACTS FOR TOWING AND STORAGE OF ABANDONED VEHICLES
Mr. Leszczynski advised that, on January 12, 1981, the Board rejected
the bids it had received on December 29, 1980, for the towing and
storage of abandoned vehicles by the Neighborhood Code Enforcement
Office. It was noted that only one bid had been received for towing
(Raymond Bradford) and one bid for storage (Steve and Gene's). Ms.
Kathy Barnard, Director of the Neighborhood Code Enforcement Office,
stated that she had negotiated with Mr. Bradford and Steve & Gene's
for a reduction in the towing and storage costs. The contract
before the Board for:the towing of abandoned vehicles with Raymond
Bradford stipulated the amount of $25.00 per vehicle, with an
amount of $30.00 charged for "piggybacking" a vehicle. The
contract with Steve and Gene's Auto /Truck Salvage and Repair for
the storage of the abandoned vehicles towed by Mr. Bradford stipu-
lated a monthly charge to the city of $550.00 per month. Mr. Kernan
stated that Steve and Gene's originally wanted to charge $750.00
per month but that amount had been negotiated downward. He stated
that $550.00 per month was still substantially cheaper than the
city's present arrangement. Upon a motion made by Mr. Kernan,
seconded by Mr. Hill and carried, the contracts with Raymond Bradford
and Steve and Gene's Auto /Truck Salvage were approved.
1
h,
