REGULAR MEETING <br />NOVEMBER 24, 1980 <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m., on Monday, November 24, 1980, by President Patrick M. <br />McMahon, with Mr. McMahon, Mr. Richard L. Hill and Mr. Joseph E. <br />Kernan present. Deputy City Attorney Terry A. Crone was also <br />present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Hill, seconded by Mr. McMahon and carried, <br />the minutes of the regular meeting of November 10, 1980, were approved <br />as submitted. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. McMahon, seconded by Mr. Hill and carried, <br />a request to advertise to receive bids for the towing and storage <br />of abandoned vehicles was added to the agenda immediately following <br />the request to advertise for bids for guardrails on Angela Hill <br />and Ironwood Drive. <br />RE- CONFIRM ASSESSMENT ROLL FOR PHILLIPA STREET SANITARY SEWER PROJECT <br />Mr. McMahon stated that the public hearing was a continuation of <br />the hearing held on November 10, 1980, and, because of the concerns <br />expressed by the affected residents at that time, the Board had <br />decided to tour the area in an effort to better understand their <br />fears and complaints. Mr. Hill stated that he, Joe Kernan and <br />the Mayor had toured the area and noticed that there was some <br />improvement made by the contractor concerning the project but <br />also acknowledged that there were some problems with sidewalks <br />in the area and a need for additional grading on the new roadway <br />and the lots surrounding it. Mr. Hill stated that the city desired <br />to work with the individual property owners to try and assess the <br />amount of grading to be done. He stated that sidewalks and curbs <br />had not been included in the original project and, in the future, <br />probably would be on similar projects. Mr. Hill advised that the <br />city felt it could assist the property owners with a Barrett Law <br />project for sidewalk repair whereby the residents would pay half <br />the cost of the repairs and the city would pay the remaining half. <br />He stated that a number of the unimproved lots did not have structures <br />or buildings on the properties, and he felt it might be wise for <br />those property owners to delay the sidewalk repair at this time. <br />Mr. Hill further stated that the city would pursue any claim it <br />received with the contractor but did not want to have the property <br />owners wait for an outcome since this would undoubtedly involve <br />litigation. He stated that the city had a maintenance bond on <br />file for the work done, and he stressed that nothing could be <br />done about problems that may occur, only those that actually <br />happen. Mrs. Jack Young, 1713 South Phillipa, asked about the <br />construction of catch basins, and Mr. Mcrlahon stated that the <br />city would be installing the catch basins hopefully before the <br />end of the year. Mrs. Young asked if the property owners would <br />have an option on whether or not they wanted the sidewalks repaired. <br />Mr. McMahon stated that the property owner could elect to have the <br />work done under the Barrett Law process if he or she desired. He <br />asked that those property owners interested in having the work done <br />contact the Board of Public Works Office within the next two weeks. <br />He stated that the assessment of the sidewalk work would be <br />separate from the sewer assessments. Mr. Hill also asked that <br />the property owners who have problems with ungraded soil contact <br />the Engineering Department. He stated that there appeared to be <br />problems with the grading on those lots on Hillside. Mrs. Young <br />expressed concern about the cave -ins which were occurring at the <br />house taps. Mr. McMahon stated that a television camera had been <br />used in the sewer lines and it had been determined that there was <br />no material in the sewer and there was no leaking or breaking at <br />the seams.
