A <br />REGULAR MEETING JUNE 2, 1980 <br />APPROVAL OF CETA SUBGRANT MODIFICATIONS <br />Mr. Elroy J. Kelzenberg, Director of the Bureau of Employment and <br />Training, submitted for approval Modification No. 2 to the agreement <br />with the Indiana Employment Security Division. The modification <br />augments the administrative budget by $300 for costs associated <br />with contract administration. It was noted that all other parts <br />of the initial agreement and of Modification No. 1 remained <br />unchanged. Upon a motion made by Mr. Kernan, seconded by Mr. Hill <br />and carried, the modification was approved. <br />Modification No. 2 was submitted for approval which provided an <br />administration budget for costs associated with contract administra- <br />tion for the agreement with the Salvation Army. It was noted that <br />all other parts of the initial agreement and of Modification No. 1 <br />remained unchanged. Upon a motion made by Mr. Kernan, seconded by <br />Mr. Hill and carried, the modification was approved. <br />APPROVAL OF SIDEWALK DAYS ON RIVER BEND PLAZA <br />The Downtown Council of the Chamber of Commerce requested permission <br />to hold the Annual Downtown Sidewalk Days on River Bend Plaza on. <br />July 24 -26, 1980. It was noted that the Plaza Office would provide <br />tents and tables to the participating merchants. Upon a motion <br />made by Mr. Kernan, seconded by Mr. Hill and carried, the request <br />was approved subject to the purchase of a vendor's license by the <br />merchants and the filing of the appropriate Certificate of Insurance <br />in the amount of $1,000,000 with the City of South Bend named as an <br />additional insured. <br />APPROVAL OF ETHNIC FESTIVAL BOOTHS <br />Mr. Kernan stated that, since the first Ethnic Festival had been <br />held in downtown South Bend, there have been a substantial increase <br />in the number of applications for booths. He felt this was a <br />testimony to Mikki Dobski, Ethnic Festival Coordinator, and the <br />Ethnic Festival Committee. He stated that some of the requests are <br />from out of the city and even out of the state and, because of a <br />lack of space this year, a close look.had been taken as to the <br />placement and location of the various craft, food and display booths. <br />He felt the Board needed to be very selective of the new applications <br />as to providing ethnic origin and also to avoid duplication of booths, <br />and he felt first preference should be given to Ethnic Festival <br />participants who had set up booths in the past. He stated that the <br />Board hoped to encourage local people to participate in the activities. <br />Mr. Hill agreed with Mr. Kernan's comments and stated that the city <br />must be careful and must try not to displace its local ethnic booths <br />with commercial booths from out of the city and out of the state. <br />Ms. Dobski submitted the various applications for craft, food and <br />display for consideration by the Board. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the following applications were approved: <br />CRAFT BOOTHS <br />Roland Klein - Hand -made Indian jewelry <br />St. Pierre Ruffin Club - Hand -made crafts of St. Pierre Ruffin Club <br />Jane Bill - Materials related to United Nations (UNICEF) <br />John and Louise Nagy - Wooden toys, dried flowers, planters <br />Judy Patel - Wall hangings, placemats, miscellaneous items from India <br />Tarner - Petsche - jewelry and imported gifts, hand - carved figurines <br />Justin L. Miller - Laser -beam prints, balloons and jewelry <br />Sharon Streebel - Ceramics and miscellaneous crafts <br />Kaushik V. Parikh - Hand - carved items from India <br />FOOD BOOTHS <br />Mary Allen - Barbecue foods <br />Tillie Arch - Hungarian food and pastries <br />Isaac Albala - Jewish food <br />
