This is not an <br />ordinance which seeks to maintain equal representation of <br />minorities and women throughout the City work force or throughout <br />City contracting. Rather, `it is an effort to remedy in a <br />carefully limited way past significant under- representation of <br />minorities and omen in certain areas of City business. <br />I will be recommending that it be sent to the Hunan Resources <br />and Economic Develoiment Committee for a complete and thorough <br />review.
