Mr. McMahon made a motion that the Board rescind the
vehicle award made on February 19. Mr. Brunner seconded the
motion and it carried. Mr. Stancati's recommendation was for
acceptance of the alternate bid of Gates Chevrolet Company for
one four by four truck type station wagon at $7350.00. Gates was
the low bidder on the unit at $7311.44, but the recommendation to
accept the alternate bid was made because the alternate unit is
in stock and available for immediate delivery. Upon motion made
by Mr. McMahon, seconded by Mr. Brunner and carried, the alternate
bid of Gates Chevrolet Company for one CK10 Blazer at $7350.00 was
accepted. The second part of the recommendation was for the
purchase of one 10,000 GVW cab and chassis. The low bidder was
Gates Chevrolet Company at $3777.00 but the delivery date for the
unit was eight to ten weeks. Mr. Stancati recommended acceptance
of the bid of Basney Ford of $4098.08 because the unit is available
for immediate delivery. Mr. McMahon made a motion to accept the
low bid of Gates Chevrolet Company. Joseph Gawrysiak, Director
Division of Transportation, was present and advised the Board that
the unit this will replace is used twenty -four hours a day, seven
days a week and it requires almost continual repair to keep it
operating. It is anticipated that repair costs will more than
exceed the $321 difference in the bid prices if the Department must
wait for delivery of the unit from Gates. Mr. Brunner asked what
type of repairs are being made on the vehicle and Mr. Gawrysiak
said the unit has required rear end repairs, drive shaft repairs
and replacement of tires. Richard Gartner noted that the unit from
Ford exceeds the specifications called for in the bid. Mr. McMahon
asked if the eight -to -ten week delivery time had been checked with
Gates and Mr. Gawrysiak said that it had. Mr. McMahon withdrew his
previous motion and made a motion to accept the bid of Basney Ford
of $4098.08 for the cab and chassis as being the best bid, based on
the fact that this unit is available for immediate delivery. Mr.
Brunner seconded the motion and it carried. Mr. McMahon advised Mr.
Gawrysiak that, in the future, when delivery time is of critical
importance, it be made a part of the bid specifications.
