ao <br />REGULAR MEETING <br />2�5 <br />OCTOBER 23, 1978 <br />A regular meeting of the Board of Public Works was convened on <br />Monday, October 23, 1978 at 9:30 a.m. by President Patrick M. <br />McMahon, with Mr. McMahon, Mr. Brunner and Mr. Mullen present. <br />Deputy City Attorney Terry Crone was also present. <br />MINUTES OF PREVIOUS MEETINGS APPROVED <br />Mr. McMahon reported review of the minutes of the October 16 meeting <br />and he made a motion that the minutes be approved as submitted. <br />Mr. Brunner seconded the motion and it carried. Mr. McMahon <br />reported that minutes of the Special Meeting held on October 3, 1978 <br />and the Special Meeting held on October 11, 1978 regarding the CETA <br />telephone bids had been reviewed and he made a motion that the <br />minutes be approved as submitted. Mr. Mullen seconded the motion and <br />it carried. <br />OPENING OF BIDS - CURB PROJECT CD 78 -4 <br />This was the date set for receiving bids for Curb and Sidewalk <br />Improvements, Project CD 78 -4 for improvements on Diamond Avenue, <br />Broadway, Howard Street, St. Louis and St. Peter Streets. The Clerk <br />tendered proofs of publication of notice in the South Bend Tribune <br />and the Tri- County News which were found to be sufficient. The <br />following bids were opened and publicly read: <br />Ziolkowski Construction Company <br />South Bend, Indiana <br />Bid - $85,981.00 <br />Rieth Riley Construction Company <br />South Bend, Indiana <br />Bid - $71,293.50 <br />Bid was signed by Ben Ziolkowski, <br />non - collusion affidavit was in order <br />and a 5% bid bond was submitted. <br />Bid was signed by Richard Ruhlman, <br />non - collusion affidavit was in <br />order and a 5% bid bond was submitted. <br />McIntyre and Jones Construction Co. Bid was signed by Kenneth McIntyre, <br />Mishawaka, Indiana non- collusion affidavit was in <br />order and a 5% bid bond was submitted. <br />Bid - $62,045.00 <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the bids were referred to the Bureau of Public Construction for <br />review and recommendation. <br />OPENING OF BIDS - TELEPHONE SYSTEM FOR CETA OFFICES <br />This was the date set for receiving bids for a telephone system for <br />the new CETA offices at 320 W. Jefferson Blvd. The Clerk tendered <br />proofs of publication of notice in the South Bend Tribune and the <br />Tri- County News which were found to be sufficient. The following <br />letter was read: <br />"Gentlemen: <br />My client has advised me that Indiana Bell submitted the lowest <br />and best bid for the telephone system at the CETA offices at <br />320 W. Jefferson, South Bend, Indiana. To my client's <br />knowledge, all bids were submitted as sealed bids, and, in <br />accordance with the terms of the contract letting, my client <br />was formally advised of the award of the contract on October <br />4, 1978. Moreover, the Bureau of Employment and Training, <br />which is the agency for whom the bid was let, formally <br />acknowledged the order in writing by signing an order <br />acknowledgment for my client. <br />We are now advised that the Board of Public Works is <br />
