210 <br />REGULAR MEETING <br />AUGUST 7, 1978 <br />OPENING OF BIDS SALE OF ABANDONED VEHICLES - BID AWARDED <br />This was the date set for receipt of bids for the sale of abandoned . <br />vehicles stored at the Olive Street Pumping Station. The Clerk <br />tendered proofs of publication of notice in the South Bend Tribune <br />and the Tri- County News which were found to be sufficient. The <br />following bids were opened and publicly read: <br />Bremen Iron and Metal Company Bid for 180 vehicles <br />South Bend, Indiana $4,730.00 <br />South Bend Auto Parts Bid for 180 vehicles <br />South Bend, Indiana $2,750.00 <br />Hundt Auto Salvage Bid for 180 vehicles <br />Plymouth, Indiana $5,000.50 <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the sale of the vehicles was awarded to Hundt Auto Salvage on their <br />high bid of $5000.50, with the request that the cars be removed <br />from the lot,as soon as possible. <br />REQUEST FOR OPEN AIR STAND RECEIVED MARYCREST PARKING LOT <br />Michael Elliott submitted an application to operate an Open Air <br />Stand on the Marycrest Parking Lot for the sale of sandwiches and <br />soft drinks. The written permission of Jerry Hammes, owner of the <br />property, was attached to the application. Mr. Elliott was <br />present and advised the Board that an 8' x 24' self - contained unit <br />is being constructed. He displayed a sample of the construction <br />material and noted there would be no exterior wood. Mr. Elliott <br />said this is a permanent unit and he hopes to operate it on a <br />year -round basis. Upon motion made by Mr. Brunner, seconded by <br />Mr. McMahon and carried, the application was referred to the <br />Building Department for review and recommendation. <br />DISCUSSION - TRAFFIC CONTROL IN BELLEVILLE AREA <br />A group of citizens from the Far West Neighborhood Association was <br />present. Spokesman for the group was Eileen Rybicki, 748 Lombardy <br />Drive. Mrs. Rybicki advised the Board that the group met with <br />Captain Sweitzer and Ralph Wadzinski regarding traffic control <br />signs and traffic enforcement in the Belleville area. They are <br />generally pleased with what has been done. However, they noted <br />that a study was to be made of the Scenic and Lombardy intersection <br />and they have not received the results of that study. It was <br />also pointed out that they requested installation of a stop sign on <br />Meadow Lane which was denied. Mrs. Rybicki said Lombardy is being <br />used as a drag strip and a number of trees have been lost as a <br />result of high speed accidents. She asked for additional police <br />enforcement to eliminate drag racing, loud mufflers and excessive <br />speed, particularly late at night. Mr. McMahon then reviewed <br />Board action in ordering traffic control signs following the meeting <br />with the area residents and noted that a number of signs have been <br />installed. He then read a report from Captain James Sweitzer of <br />the Police Department. The report indicated there has been <br />patroling of the area and officers have written forty -two moving <br />violation tickets since May 1, 1978. The violations included <br />speeding, Stop Sign violations, red light violations, no driver's <br />license, etc. He noted that most of the flagrant violations <br />take place when officers are not present, since a marked squad car <br />will deter violators. Officers in the area are directed to issue <br />citations for violations but cannot spend great amounts of time in <br />the area as they have to respond to accidents and other calls that <br />
