24 q <br />REGULAR MEETING <br />AUGUST 7, 1978 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m. on Monday, August 7, 1978 by President Patrick M. <br />McMahon, with Mr. McMahon, Mr. Brunner and Mr. Mullen present. <br />Deputy City Attorney. James Masters was also present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Mr. Brunner reported that the minutes of the July 31 meeting had <br />been reviewed and he recommended approval. Mr. McMahon seconded <br />the motion and it carried. <br />AGENDA ITEMS ADDED <br />Mr. McMahon noted that two items were 'received after the posting <br />of the meeting agenda and he made a motion that a request for a <br />block party and recommendation on bids received for car washes <br />and tire repairs be added to the agenda. Mr. Brunner seconded the <br />motion and it carried. <br />OPENING OF BIDS FOR SNOW CONTROL EQUIPMENT - READVERTISING APPROVED <br />This was the date set for receiving bids for Snow Control Equipment. <br />The Clerk tendered proofs of publication of notice in the South <br />Bend Tribune and the Tri- County News which were found to be <br />sufficient. Mr. McMahon noted receipt of sealed bids from Seastrom, <br />Inc. and Deeds Equipment Company. He then read a letter from <br />Charles Badgley, Walkerton Truck Equippers; Inc., advising the <br />Board that it was not possible for them to submit a bid for this <br />equipment because they did not feel enough time was allowed to <br />cross reference the items called for and because they felt the <br />specifications were written to favor Deeds Equipment Company. <br />The letter indicated the time frame for advertising and receipt of <br />bids was not sufficient to prepare competitive bids. Mr. McMahon <br />stated that the Board had advertised for approximately $140,000 <br />in equipment and had hoped to attract a number of bids from a wide <br />area. He expressed disappointment that only two bids were received. <br />Bidders had one week to prepare their bids and he said it appeared <br />that Walkerton Truck Equippers had a problem in preparing their bid. <br />He said the Board noted that time was required to cross reference <br />the items needed but the specifications were not tied to specific <br />equipment but indicated "or equal ". Mr. McMahon said because of the <br />time needed to prepare the bid and because of the limited number of <br />bids received he would move that the Board return bids received today <br />unopened and readvertise for bids with the same specifications, with <br />bids to be received two weeks from today on August 21, 1978. Mr. <br />Mullen seconded the motion and it carried. <br />OPENING OF BIDS - ROOF REPAIRS, FIRE STATION #3 <br />This was the date set for receiving bids for roof repairs to <br />Fire Station #3. The Clerk tendered proofs of publication of notice <br />in the South Bend Tribune and the Tri- County News which were found <br />to be sufficient. The following bids were opened and publicly read: <br />Slatile Roofing Company Bid was signed by G. E. Longerot, <br />South Bend, Indiana non- collusion affidavit was in <br />order and a 5% bid bond was submitted. <br />Bid - $15,735.00 <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the bid was referred to the Fire Denartment for review and <br />recommendation. <br />
