I " <br />REGULAR MEETING MAY 30, 1978 <br />petition is to permit expansion of parking facilities for the branch <br />bank located on Miami Street. Mr. Gibson said the bank would <br />appreciate favorable action by the Board on the petition. Mrs. <br />Frank Gnott, 1021 E. Fox Street, was present and asked what kind of <br />fence would be constructed. Mrs. Gnott explained that her property <br />is adjacent to the rear of this alley. Mr. Gibson said a wood <br />stockade type of fence is being planned. Mrs. Gnott said she would <br />prefer a chain link fence. Mr. Gibson said the bank planned to <br />determine the requirements of the Building Department and the Zoning <br />Ordinance in regard to the type of fence put in. Mr. Gibson said <br />he has discussed the fence with Mr. Cornwell and Mr. Cornwell <br />indicated he would prefer a wood fence. Mrs. Gnott said it was her <br />understanding that Mr. Cornwell'wanted a chain link fence. Board <br />members asked Mr. Gibson if he would contact Mrs. Gnott and Mr. Cornwell <br />regarding the type of fence.to be installed and Mr. Gibson agreed to <br />do so. Upon motion made by Mr. Mullen, seconded by Mr. Brunner and <br />carried, Vacation Resolution No. 3457 was confirmed. <br />An Assessment Roll for the vacation resolution was submitted to the <br />Board by City Engineer Patrick McMahon. The Assessment Roll listed <br />$0.00 net damages and $0.00 net benefits to the affected lots, <br />Lot Nos. 4, 5 and 6 and 103 of Oak Park Addition. The Board finds <br />that each of said lots is benefited in the amount of $0.00 and <br />damaged in the amount of $0.00. Upon motion made by Mr. Mullen, <br />seconded by Mr. Brunner and carried, the Board filed the Assessment <br />Roll and set June 26, 1978 at 9:30 a.m. as the time for a public <br />hearing on the Assessment Rolla <br />PUBLIC HEARING CONTINUED - VACATION RESOLUTION NO. 3456 <br />The public hearing on Vacation Resolution No. 3456 for the vacation <br />of the east -west alley between Wayne and Jefferson, running west from <br />Lafayette to the first north -south alley, was continued until this <br />date with a report requested from the Bureau of Traffic and Lighting. <br />The following report was submitted: <br />"This Bureau investigated the request to vacate an east /west <br />alley, running west from the midblock of 200 S. Lafayette to <br />the first north /south alley, parallel to and west of Lafayette. <br />A field investigation revealed a number of parking lots <br />located on Wayne and Jefferson Blvd. which do exit onto the <br />east /west alley in that block. A number of these lots are <br />designed with entry only off the street and forcing an exit <br />only into the alleys. That portion of the vehicles and drivers <br />exiting Lafayette would be inconvenienced by this vacation. <br />It should be noted, however, that there are five (5) other alley <br />exits to other streets from this block other than the one exit <br />onto Lafayette. <br />The field check further revealed the demolition of a building <br />located in the southwestern quadrant of the alley intersection <br />in question and reversion of this area to a parking lot. It <br />is recommended that any alley vacation be subject to dedication <br />of necessary right -of -way from this southwestern quadrant to <br />allow for ease and mobility in a turning movement to and from <br />the north /south alley behind the Gurley -Leep buildings. The <br />design of this additional dedicated right -of -way should be <br />handled through the Department of Public Works, Bureau of Design <br />and Administration and the Bureau of Traffic and Lighting. <br />s/ Ralph J.
