120 <br />REGULAR MEETING <br />A regular meeting of the Board of <br />9:30 a.m. on Monday, May 22, 1978 <br />with Mr. McMahon, Per. Mullen and <br />City Attorney Terry A. Crone was <br />ADD AGENDA ITEM <br />MAY 22, 1978 <br />Public Works was convened at <br />by President Patrick McMahon, <br />Mr. Brunner present. Deputy <br />also present. <br />Mr. 1111cMahon made a motion that the Board add to the agenda a <br />request to advertise for bids for the Angela Hill repairs. <br />Mr. Brunner seconded the motion and it carried. <br />MINUTES APPROVED <br />Mr. Brunner reported that the minutes of the May _15,1978 had been <br />reviewed and he made a motion that they be approved. Per. McMahon <br />seconded the motion and it carried. Mr. Mullen noted that a special <br />meeting was held on Play 18, 1978 to approve a parade request and <br />he made a motion that those minutes be approved as submitted. Mr. <br />Brunner seconded the motion and it carried. <br />BID ADVERTISING APPROVED - ANGELA HILL RECONSTRUCTION <br />Mr. McMahon reported that plans and specifications for the <br />reconstruction of Angela Hill, between Michigan Street and <br />Lafayette Blvd., are being prepared and'he requested permission to <br />advertise for bids for the project,. with the bid opening date to <br />be established. Mr. Brunner seconded the motion and it carried. <br />PUBLIC HEARING - VACATION RESOLUTION NO. 3456- TABLED FOR ONE WEEK <br />This was the date set for holding a public hearing on Vacation <br />Resolution No. 3456, 1978, for the vacation of the east -west alley <br />between Wayne and Jefferson, running west from Lafayette to the <br />first north -south alley. The Clerk tendered proofs of publication <br />of notice in the South Bend Tribune and the Tri- County News which <br />were found to be sufficient. Mr.: James Nafe, 605 J.M.S. Building, <br />was present and advised the Board that he owns the property at <br />320 W. Jefferson, just north of the proposed vacated area. Mr. Nafe <br />said this is an active alley used not only for deliveries to his <br />building but also by tenants of a parking lot west of the building. <br />There are twenty -five individuals who rent parking spaces and about <br />one -third of them use.this alley. There is a service door at the <br />southwest corner of the building and, if the alley is closed, it <br />would cause inconvenience in regard to use of this service door. <br />Mr. Nafe said it would be his opinion that there is not sufficient <br />merit in this petition to withstand judicial review. Frank Kasten <br />was present representing Gurley -Leep Buick, petitioners. He said <br />the petitioners were not aware of any objections to the vacation. <br />He said they are aware that traffic has to move but vehicles will <br />have access to the north -south alley. They would be willing to <br />provide space at the alley intersection to allow for the flow of <br />traffic. Larry Ambler, 313 Chamber of Commerce Building, was <br />present and advised the Board that he rents a.space in Mr. Nafe's <br />lot. He is the first parking space west of the building and does use <br />this alley for access to Lafayette Street. He said use of the <br />north -south alley would require making several left turns to get <br />to Lafayette Street because of the one -way streets in the area. <br />He also noted that there are sometimes vehicles parked on property <br />on the north -south alley which might block the alley to some vehicles. <br />Mr. McMahon said the Board has just learned of the objection to <br />the petition. Upon motion made by Mr. McMahon, seconded by Mr. <br />Brunner and carried, the matter was tabled until May 30, with the <br />Bureau of Traffic and Lighting to make a review of the traffic flow <br />in the area and report to the Board. <br />
