REGULAR MEETING <br />MARCH 6, 1978 <br />Center, Harvest House Centers, Howard Park Senior Citizens' <br />Center, R.E.A.L. Services, Retired Senior Volunteer Program and <br />Senior Citizens' Group of LaSalle Park. There were no citizens <br />present who wished to speak on the appropriation and no written <br />comments were filed with the Board. Richard Albright, President <br />of the Police Merit Board, was present and advised the Board <br />that the Merit Board has worked in cooperation with the F.O.P., <br />Police Management, the City Administration and the City Council <br />to determine the kind of merit promotional system to be used <br />for South Bend. A professional consultant will now develop the <br />mechanism for designing and implementing the plan to meet the <br />needs of the South Bend Police Department. Upon motion made by <br />Mr. McMahon, seconded by Mr. Brunner and carried, the information <br />was filed and will be transmitted to the Common Council along with <br />the minutes of this public hearing. <br />PURCHASE OF POLICE DEPARTMENT COMPUTER TERMINALS APPROVED <br />The Board had tabled an earlier request from Chief Michael <br />Borkowski for approval of the purchase of computer terminals <br />being leased from Telex, Inc. The original lease agreement was <br />to be reviewed to determine if the purchase must be bid. Terry A. <br />Crone, Deputy City Attorney, advised the Board that he had <br />reviewed the lease - purchase agreement with Telex, Inc., entered <br />into in October, 1971, for the lease of the computer terminals. <br />There is a provision in the agreement which allows the City to <br />purchase the equipment for a percentage of the rental payment. <br />It is not necessary to bid the purchase, even though it is in <br />excess of five thousand dollars, because the original agreement <br />was entered into prior to the requirement for bidding lease - purchase <br />items. Mr. McMahon made a motion that the Police Department be <br />authorized to proceed with the purchase of computer terminals from <br />Telex, Inc. in the total amount of $7,726.80. Mr. Brunner seconded <br />the motion and it carried. <br />ID ACCEPTED - REHABILITATION OF NORTHEAST NEIGHBORHOOD CENTER <br />he Board received a report from James A. Harcus, Director of the <br />ureau of Housing, that the bids received for the rehabilitation <br />f the Northeast Neighborhood Center, 803 N. Notre Dame Avenue, <br />ad been reviewed. Tom Ford Home Improvement Company was the low <br />idder at $19,338.20. The bid fulfills all requirements and Mr. <br />arcus recommended that the Board accept the bid. Upon motion <br />ade by Mr. McMahon, seconded by Mr. Brunner and carried, the Board <br />ccepted the low bid of Tom Ford Home Improvement Company of <br />19,338.20 for the rehabilitation of the Northeast Neighborhood <br />enter. <br />LEASE AGREEMENT APPROVED -_121 S. MICHIGAN STREET <br />n Agreement extending the lease for the premises at 121 S. Michigan <br />treet was submitted to the Board. The agreement is between the <br />ity of South Bend and South Bend Federal Savings and Loan Association <br />nd extends from December 1, 1977 through May 15, 1978 at no cost <br />o the City with the exception of utility payments. The monthly <br />ental is to be considered a voluntary contribution to the City <br />f South Bend. The building is to be used by the Youth Services <br />ureau and River Bend Plaza. Upon motion made by Mr. McMahon, <br />econded by Mr. Mullen and carried, the agreement was approved. <br />
