4� , REGULAR MEETING APRIL 14, 1980 in Florida, it was difficult to "eyeball" the vehicle. It was his opinion that the construction features of Wheelcoach do not make it as suitable as the Horton model. Upon a motion made by Mr. Kernan, seconded by Mr. McMahon and carried, the bid was awarded to Excellance, Inc., a /k /a Hawk Equipment Company, in the amount of $39,477.00, based on.the fact that it was the best bid responsive to the specifications. ETHNIC FESTIVAL LOCATION The Board received a request from Mikki Dobski, River Bend Plaza Coordinator, concerning location of the 1980 Ethnic Festival. The following has been reviewed and approved by the Police Department and the Bureau of Traffic and Lighting: Location: Block 1 - Michigan Street from Washington to Jefferson. Block 2 - Washington Street from Michigan to Woodward Court (to be used only if space requests exceed availability of space on Michigan Street). Block 3 - Robertson's Block (craft booths). Street Closings: Michigan Street (Plaza parking) from Wednesday, July 2, to Monday, July 7. Jefferson Boulevard from Friday, July 4, to Sunday, July 6. Washington Street from Thursday, July 3, to Sunday, July 6, if necessary. Ms. Dobski also requested free parking in the Municipal Garage at the corner of Main and Colfax, free parking on all city -owned surface lots (except Lot 1), and the use of City Lot l for free parking for all Ethnic Festival booth operators. Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and carried, approval for the above request was tabled pending approval by Transpo concerning the street closings and its effect on the bus route. APPROVE REQUEST TO USE RIVER BEND PLAZA - NAVARRE SCHOOL CHOIR The Board received a communication from Mikki Dobski, River Bend Plaza Coordinator, concerning the request of the Navarre School Choir to use Robertson's Stage on Friday, May 23, 1980, from 12:00 noon to 1:00 p.m., for a Spring Musical Presentation. Permission was also requested to park the school bus in the Century Center parking lot during the program. Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and carried, the request was approved for use of Robertson's Stage. The use of the Century Center parking lot was referred to the Century Center Board of Managers for approval. RECOMMENDATION RE: U.S. AIR FORCE DISPLAY (ETHNIC FESTIVAL A recommendation was received from Mikki Dobski, River Bend Plaza Coordinator, concerning the location of the Air Force display from June 25th to July 6th. Ms. Dobski and Mr. Ralph Wadzinski, Manager of the Bureau of Traffic and Lighting, had determined that the best location for the display and set -up would be the Baer's block of River Bend Plaza, assuming it would meet the space needs for the Air Force. If not, an alternate location for the northeast corner of the Century Center parking lot was recommended. Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and carried, approval of the above recommendation was tabled pending review by the Air Force concerning the location.
