REGULAR MEETING <br />4 .,' <br />APRIL 14, 1980 <br />AWARD BID - FIRE DEPARTMENT AMBULANCE AND RELATED EQUIPMENT <br />Chief Brassell recommended that the Board award the bid for the <br />ambulance and related equipment to Excellance, Inc. d /b /a Hawk <br />Equipment Company, in the amount of $39,477.00, as follows: <br />Bid (Horton) $45,530.00 <br />Less Trade - 1,000.00 <br />Less All Options - 5,558.00 <br />$38,972.00 <br />Options: <br />Stretchers (2) $ 900.00 <br />Charger - Motorola 130.00 <br />Rust - Proofing 175.00 <br />$ 1,205.00 <br />X0,177.00 <br />Deduct $700.00 for 1979 chassis - 700.00 <br />Total $39,477.00 <br />Chief Brassell submitted the following letter and recap of the bids: <br />The Fire Department recommends the purchase of the Horton Type <br />One Modular Ambulance as bid by Hawk Equipment Co. of <br />Noblesville, Ind. <br />While this is not the low bid, the Fire Department firmly <br />believes it is the best. The Department has used two <br />identical units since 1976. Our units each average <br />2,500 responses per year and the Horton units have <br />proven to be extremely durable. <br />Recently, we reconditioned and rechassied one of these <br />units. While the module was off the motor chassis we <br />had the opportunity to closely inspect it for signs of <br />corrosion or structural failure. None was found. This <br />unit is available for your inspection any time at our <br />facility. Incidently, the reconditioning and conversion <br />to a new chassis (1978) was accomplished by our own shops <br />and resulted in a savings by the Department of approximately <br />$10,000.00. <br />In order to compare all bids accurately, we have deducted <br />all options and arrived at the base price for all vehicles <br />bid. (See attached). We then added the options necessary <br />and reasonably priced. <br />We also asked all bidders to furnish an allowable deduction <br />for a 1979 chassis. All but one bidder was able to furnish <br />this. Because of problems with federal certification of <br />1980 trucks, the Department recommends the purchase of a <br />1979 chassis. This will also result in a cost savings of <br />$700.00 compared to the same bid with an '80 chassis. <br />To briefly summarize the vehicles bid; two vendors bid <br />Horton, two bids were received for Wheel Coach Equipment <br />and one each from Excellance and Modulance Corporations. <br />The specifications written by our Department were intended <br />to identify a type of vehicle, and provide those features <br />we considered necessary. A review of the specifications <br />reveals that the Horton vehicle comes closest to meeting <br />the letter of our specs. <br />Two additional considerations regarding the Horton bids <br />were that, Horton's manufacturing facility is located <br />in Columbus, Ohio versus Florida, Alabama or Texas; <br />
