EM <br />REGULAR MEETING <br />APPROVE SECRETARIES DAY - RIVER BEND PLAZA <br />MARCH 31, 1980 <br />The Board received a request from Mikki Dobski, Coordinator of <br />River Bend Plaza, for permission to hold the Annual Secretaries' <br />Day Program at the Robertson's Stage on Wednesday, April 23, 1980, <br />from 11:30 a.m. to 1:30 p.m. Activities for the day will include <br />a proclamation from the Mayor, various speeches and awards, and <br />a style show. The Pat Heiden Quartet will provide music during <br />the program. In case of rain, a request has been made for use <br />of the County -City Building lobby. Upon a motion made by Mr. <br />McMahon, seconded by Mr. Kernan and carried, the request was <br />approved. <br />FILING OF ASSESSMENT ROLL - VACATION RESOLUTION NO. 3487, 1980 <br />(FIRST EAST -WEST ALLEY NORTH OF WESTERN AVENUE) <br />Patrick M. McMahon, P. E., Civil City Engineer, filed an Assessment <br />Roll with respect to Vacation Resolution No. 3487, 1980, for the <br />vacation of the first 14 foot east -west alley north of Western <br />Avenue, running west from Illinois Street to the east line of the <br />intersection of the north -south alley for a distance of 129 feet <br />(in LaSalle Park, 2nd Sub.). The following property may be <br />injuriously or beneficially affected by such vacation: <br />Lots 1029 and 1030, LaSalle Park, 2nd Sub. <br />The Assessment Roll lists $0.00 net damages and $0.00 net benefits <br />to the abutting properties. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Kernan and carried, the Assessment Roll was <br />approved and set for public hearing on April 28, 1980. <br />APPROVE PROJECT COMPLETION AFFIDAVIT AND FILE MAINTENANCE <br />BOND (ROSETTA PLACE DRIVE) <br />The Project Completion Affidavit for Rosetta Place Drive was <br />submitted to the Board for approval in connection with sewer <br />construction in the Beverly Place Subdivision, Section II. Mr. <br />McMahon stated that the project involved private construction and <br />the Maintenance Bond was in the name of St. Joseph Bank and Trust <br />Company as Trustee of Virgil Place and extended for a period of <br />three years to March 21, 1983. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Hill and carried, the Project Completion Affidavit <br />was approved and the Maintenance Bond filed. <br />REQUEST FOR PARADE - SOUTH BEND SHRINE CLUB <br />The Board received a request from the South Bend Shrine Club for <br />permission to hold a parade on May 24, 1980, at 2:00 p.m., from <br />the Shrine Club down Main to Jefferson, to St. Joseph Street and <br />the area in front of the Morris Civic Auditorium. Upon a motion <br />made by Mr. McMahon, seconded by Mr. Hill and carried, the request <br />was referred to the Bureau of Traffic and Lighting and the Traffic <br />Division of the Police Department for review and recommendation. <br />APPROVE STREET LIGHTING POLICY <br />Mr. McMahon advised the Board that the city has overcommitted <br />itself with respect to street light installations. He stated that <br />the city will not actually experience a cash deficit in 1980 <br />because of the fact that not all the installations have been <br />completed and the city will be billed on less than a 12 -month basis. <br />However, the city will experience a deficit in 1981 unless the <br />current budget of $725,000 per year is increased to approximately <br />$734,000. Mr. McMahon recommended that the city place a <br />moratorium on all street light requests, with the exception of <br />specific individual requests which are perceived to be necessary <br />
