390 <br />REGULAR MEETING <br />MARCH 31, 1980 <br />and final award of the bid. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Kernan and carried, the request was approved <br />and the Clerk was instructed to cause advertising on April 4 <br />and April 11, 1980, with the bids to be received and opened by <br />the Board at its meeting on April 14, 1980. <br />APPROVE APPLICATION FOR OPEN AIR STAND - (D.D. PRODUCTIONS) <br />An application from D. D. Productions was considered by the <br />Board (tabled at March 24, 1980 meeting). Permission was <br />received from Stanley E. Thomas, the owner of the vacant lot <br />at the northwest corner of Ford Street and Grant Street to allow <br />D. D. Productions to park a trailer on said lot for the purpose <br />of operating a concession stand to sell Dyngus Day postcards on <br />April 7, 1980. A Certificate of Insurance was included. Upon a <br />motion made by Mr. McMahon, seconded by Mr. Kernan and carried, <br />the request was approved. <br />DENY APPLICATION FOR OPEN AIR STAND (KITES OF THE 4 WINDS <br />An application in the name of Sallie Vansant was received by the <br />Board for permission to park a concession trailer on Greenlawn <br />Avenue on Saturdays from 9:00 a.m. to 6:00 p.m., and Sundays from <br />1:00 p.m. to 6:00 p.m. through the end of June. Mr. McMahon <br />explained to Ms. Vansant that the Board's policy has been not <br />to approve stands on city right -of -way except for River Bend Plaza.. <br />He explained that there would be a traffic congestion problem <br />because Greenlawn is a heavily traveled street, in addition to <br />the public safety of patrons of the stand and pedestrians in the <br />area. Ms. Vansant stated that she desired to have a trailer in <br />Potawatomi Park, and Mr. McMahon informed her that she must present <br />her request for use of park land to the Park Board. He stated <br />that perhaps Wall Street running into the park could be used <br />because it was not a dedicated street; however, Park Board <br />approval would be needed. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Kernan and carried, the application was denied <br />subject to the indentification of private property and permission <br />from that particular property owner. <br />HEARINGS ON TAXI LICENSE DENIALS <br />At the March 24, 1980, meeting of the Board, the applications of <br />Donald E. Overbay and Steve Paul Botka for a taxi license were <br />denied upon the recommendation of City Controller Joseph E. Kernan.. <br />Mr. Overbay and Mr. Botka had been advised of their right for a <br />hearing on the matter and had expressed their desire to appear <br />before the Board; however, no one was present on their behalf <br />and, upon a motion made by Mr. McMahon, seconded by Mr. Hill and <br />carried, the previous action by the Board to deny the application <br />was confirmed. <br />APPROVE GARAGE SALE - RIVER BEND PLAZA <br />The Board received a request from Mikki Dobski, Coordinator of <br />River Bend Plaza, for permission to hold the community -wide <br />World's Largest Garage Sale on Saturday, July 14, 1980, in the <br />city parking garage at the corner of Main and Colfax Streets, <br />from 10:00 a.m, to 4:00 p.m. It was requested that the entire <br />garage be used for the sale and that no vehicles be allowed to <br />park in the garage once the sale begins. The Ardmore Lions <br />Club would provide the concession stands in accordance with <br />Health Department regulations and the necessary insurance require- <br />ments. Upon a motion made by Mr. McMahon, seconded by Mr. Kernan <br />and carried, the request was approved. <br />
