227 <br />REGULAR MEETING OCTOBER 15, 1979 <br />(2) United Way of St. Joseph County in the amount of $7,388.00 <br />for the period 10/1/79 to 10/3/80 <br />(3) Action, Inc. in the amount of $14,038 for the period 9/30/79 <br />to 11/23/79 <br />(4) Chamber of Commerce in the amount of $7,613 for the period <br />10/1/79 to 9/30/80 <br />(5) Northern Indiana Health Systems Agency in the amount of <br />$7,96.5.00 for the period 10/1/79 to 1/6/80 <br />(6) Penn - Harris - Madison School Corporation in the amount of $2,852 <br />for the period 10/1/79 to 2/15/80. <br />(7) Michiana Area Construction Industry Fund in the amount of <br />$4,043 for the period 10/1/79 to 2/15/80. <br />The Subagreements provide for funding for job slots with the various <br />agencies. The Board discussed the agreements with Mr. Kelzenberg <br />in light of recent reductions in CETA funding. Mr, Kelzenberg noted <br />there has been a substantial reduction in funding. However, job <br />slots can be filled in accordance with the new guidelines. The <br />reduction in funding will not decrease the administrative load in <br />his office and no reduction in staff is planned because the requirements <br />for application, review and reporting have been increased. Upon motion <br />made by Mr. McMahon, seconded by Mr. Brunner and carried, the <br />agreements were approved, <br />JOHN PRZYGODA RE: YELLOW CURB ON ECLIPSE PLACE <br />John Przygoda, 1109 Eclipse Place, was present and asked the Board <br />to reconsider its' action to remove yellow curb from in front of <br />his residence. He noted he owns the first residence south of the <br />St. Joseph Bank branch and the curb has been painted yellow in front <br />of his home for fifteen years in order to prevent bank customers <br />from parking. This year, his immediate neighbor to the south <br />also asked that the curb be painted yellow. When that was done, <br />other residents of the block petitioned the Board to remove the <br />yellow curb. Mr. Przygoda asked the Board to repaint the yellow curb <br />in front of his house to allow him privacy. Mr. McMahon noted that <br />it is not normal procedure for the Board to authorize yellow curbs <br />in residential areas. The Board took its' action last week to <br />remove the yellow curb on the petition of the residents of the block. <br />He said the Board was not aware that the yellow curb had been in <br />existence for any length of time. He said the Board will ask the <br />Bureau of Traffic and Lighting to review its' records to verify if <br />the yellow curb was approved previously and the date.
