145 <br />REGULAR MEETING JULY 23, 1979 <br />FILING OF CERTIFICATE OF INSURANCE - O'NEAL TRUCKING COMPANY <br />A Certificate of Insurance written on behalf of the O'Neal <br />Trucking Company was submitted to the Board in the proper limits <br />of liability. Upon motion made by Mr. McMahon, seconded by <br />Mr. Brunner and carried, the certificate was ordered filed. <br />HANDICAPPED PARKING PERMIT APPROVED <br />Edith Battenberg, 820 N. Webster Street, Mishawaka submitted an <br />application for a Handicapped Parking Permit. A doctor's statement <br />was attached. Upon motion made by Mr, McMahon, seconded by Mr. <br />Mullen and carried, the application was approved and referred to <br />the Deputy Controller's Office for issuance of the permit. <br />DISCUSSION RE: MICHIGAN /MAIN CONNECTOR <br />Janet Allen, 125 W. Marion, was present and asked the Board about <br />red stakes put in the parkway along Main Street at the side of <br />the Mar Main Arms and expressed her concern that tree removal was <br />planned. Mr. McMahon advised Mrs. Allen he was not aware of the <br />reason for the stakes, but they may have been put in by one of <br />the utility companies doing work in the area. He said he would <br />have the Bureau of Public Construction investigate the matter and <br />report to Mrs. Allen. She also asked why the fire hydrant at <br />the northwest corner of Madison and Main was moved. Mr. McMahon <br />said the hydrant removal may be in connection with the widening <br />of Main Street at Madison. He noted future plans are to widen <br />Main Street to LaSalle, but there are no present plans to widen <br />North of Madison Street. Mrs. Allen was advised that David Wells, <br />Manager of the Bureau of.Public Construction, would meet with <br />her to show maps concerning the present construction. <br />MR. BINGHAM RE: PROPOSED HOUSE MOVES <br />Mr. Bingham, resident of 1729 N. Elmer Street, asked to speak to <br />the Board about the moving of two houses into his block. The <br />Board advised Mr. Bingham that action to approve the house moves <br />took place early in the meeting. Mr. Bingham said he had been <br />a resident of the area for almost thirty years and expressed his <br />concern that these houses were being moved in and would be rental <br />properties. He said this would depreciate his property and noted <br />problems which have been caused by the public housing in the area. <br />Mr. Brunner advised Mr, Bingham that the Board's review of a proposed <br />house move is with regard to the permits for the move itself and to <br />any liability that might occur in connection with the move and <br />not with any future use of the structure. He said if the houses <br />moved into the neighborhood are not brought up to code standard <br />and maintained as the neighbors would like them to be, the matter <br />should be called to the attention of the Board and the Sub - Standard <br />Building Department and steps will be taken to see that any violations <br />are corrected. <br />There being no further <br />business to come before the Board; upon <br />
