Casteel, non - collusion affidavit was in order and a five per cent bid bond was submitted., Mr. McMahon announced that a special meeting would be called for Thursday, June 28 at 9:00 a.m. to award the bids. Upon motion made by Mr. McMahon, seconded by Mr, Brunner and carried, the bids were referred to the Engineer's Office and the Construction Manager for review and recommendation. PUBLIC HEARING - IMPROVEMENT RESOLUTION NO. 3475- HAWBAKER SEWERS This being the date set, hearing was held on Improvement Resolution No. 3475 for the construction of the Hawbaker Street sewers. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri- County News which were found to be sufficient. Property owners listed on the preliminary assessment roll were notified of this hearing and of the amount of their asseement. Mr. McMahon noted that this project was initiated upon the petition of property owners in the area as a Barrett Law improvement. An assessment roll showing the properties affected and the assessments is available for inspection and lists the project cost at $47,483.42, with the City to pay fifty per cent of the cost. The purpose of this public hearing is to explain the project to the property owners and to answer questions. Fred Ullery, 732 E. Ireland Road, asked why this was called a petition of property owners when it was circulated by Lester Sumrall for the church and benefits him. Mr. McMahon noted that the petition filed with the Board was signed by a number of property owners and a copy would be provided to Mr, Ullery. Mr. Ullery then stated that it is because of the church and the Bible School that the need exists and suggested that the church should hook up to the Fellows Street Sewer and not involve the property owners 1
