W • REGULAR MEETING JUNE 11, 1979 OPENING OF BIDS - SALE OF CITY -OWNED PROPERTY . This was the date set for receiving bids for the sale of residual portions of lots acquired for construction of the Michigan /Main Connector. The Clerk tendered proofs of publi- cation of notice in the South Bend Tribune and the Tri- County News which were found to be sufficient. There were no bids received. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the Board authorized re- advertising for bids for the property. SUBGRANT MODIFICATION APPROVED - CETA AND HANSEL CENTER Elroy Kelzenberg, Director of the Bureau of Employment and Training, submitted to the Board a modification in the Subgrant Agreement between the Bureau and Hansel Neighborhood Center. The modification increases the budget to full allocation of funds of $23,363 for a. comprehensive employment and training subprogram: Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the modification was approved. SUBGRANT MODIFICATION APPROVED — CETA AND URBAN LEAGUE Elroy Kelzenberg, Director of the Bureau of Employment and Training, submitted to the Board a modification in the Subgrant Agreement between the Bureau and the Urban League. The modifica- tion increases the budget to full allocation of $22,920 for a comprehensive employment and training subprogram, Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the modification was approved. SUBGRANT AGREEMENT APPROVED - CETA AND IUSB CONTINUING EDUCATION Elroy Kelzenberg, Director of the Bureau of Employment and Training, submitted to the Board a Subgrant Agreement between CETA and Indiana University at South Bend, Division of Continuing Education. The Subgrant is to assist CETA participants-in securing and maintenance of jobs and learning to manage personal finances and organize life goals. The subgrant agreement is in the amount of $21,043.00 and extends from June 1 to September 30, 1979. Mr, McMahon made a motion to approve the Subgrant. Mr. Brunner seconded the motion and it carried, SUBGRANT AGREEMENT APPROVED - CETA AND IUSB SPEA Elroy Kelzenberg, Director of the Bureau of Employment and Training, submitted to the Board a Subgrant Agreement between CETA and Indiana University at South Bend, School of Public and Environmental Affairs, The Subgrant is to provide services for participants who are within three months of termination of subsidized employment and those just entering subsidized employment. The subgrant agreement is in the amount of $8,784.00 and extends from June 1 to September 30, 1979. Upon motion made by Mr. McMahon, seconded by Mr, Brunner and carried, the subgrant was approved. TAXI LICENSE DENIED - RONALD H. JOHNSON Peter H. Mullen, City Controller, submitted to the Board the taxi license application of Ronald H. Johnson and the recommendation of the Police Department that the license be denied. The applicant misrepresented the fact that he had his license suspended, had been arrested for fictitious registration, operating an unsafe vehicle, no operator's license and the possession of marijuana. The fact that he falsified the application is justification for the denial and Mr. Mullen concurred in the recommendation. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried the recommendation was filed and the Clerk was directed to notify the applicant of his right to a hearing before the Board. 1
