South Bend Redevelopment Commission
Regular Meeting –October 15, 2010

6. NEW BUSINESS (CONT.)

D. Airport Economic Development Area

(1) continued…

site. Staff proposes to keep the building and
make some minor repairs like sealing the
roof and the façade, cleaning and clearing the
interior of the building, basic site demolition
of the property to the north and south. Once
this work is complete, the staff would
recommend placing the property on the
market with some minor conditions to
encourage a sale of the property. There has
been some interest in the property by a
nearby business.

As part of this recommendation, staff has
requested a professional service proposal
from Wightman Petrie to prepare
refurbishment plans and specifications for the
structure. Building improvements would be
bid yet this year with site improvements to be
bid and made in winter/spring 2011.
Wightman Petrie’s proposal is in the amount
of $21,315.00. Staff requests approval at a
not-to-exceed limit of $23,000.

Ms. King asked if the cost of making the
improvements is included in the $23,000.
Mr. Relos responded that they are not. An
estimate for the actual improvements is
$75,000.

Ms. King felt that a fee of $23,000 is high for
writing specifications for a $75,000 job. Mr.
Relos agreed that it seems so. He suggested
there might be some environmental testing
included in the fee.

Mr. Downes summarized the cost choices as
17
