70 <br />January 18, 1954 <br />A regular meeting of the Board of Public Safety was held Monday, <br />January 18, 1954, at 10 :00 A. M. All members were present. Minutes <br />of the previous meeting were read and approved. Claims of the following <br />suppliers, in the amount of $3642.95, were approved and ordered paid: <br />Paper Manufacturers Co`. <br />Indiana Bell Telephone Co. <br />Gerber Mfg. Co. <br />A. G. J. Voelkel, Acting Chief <br />of Police, who, after consultation with Mayor John A. Scott, recommended <br />to the Board departmental promotions to be effective February 1, 1954, <br />as follows: <br />RUSSELL L. HUNT to be promoted to the rank of a Captain <br />and to_ be assigned in charge of Civilian Defense. <br />JOHN S. WEINZETL to be promoted to the rank of a Sergeant <br />and assigned to the First Detail Patrol Division. <br />The Board approved and authorized these promotions. <br />Attorney Chas. A. Wills then appeared before the Board with <br />,representatives of the N.A.A.C.P., including the Hon. Jesse L. <br />Dickinson, and Rev. Erwin A. Gaede of the First Unitarian Church. <br />Attorney Wills stated the appearance of the group before the Board <br />was for the purpose of renewing the request made by himself at the <br />regular meeting of the Board on January 4th, which request was to the <br />effect that special instruction be given the police force pertaining to <br />the laws governing this particular violation and the procedure to be <br />followed in a recurring incident of this nature. <br />Reference was made to the statute which was enacted in 1884. It <br />was pointed out by the chairman of the Board, I. A. Hurwich, that the <br />problem of the enforcement of this statute is not an easy one to solve, <br />and Mr. Hurwich again recommended the procedure of swearing out an <br />affidavit in the of.Pice-of the Prosecuting Attorney, and endeavored to <br />assure.Attorney Wills of the Boardis serious consideration of the entire <br />matter. <br />Statements pertinent to the situation were offered by the Hon. <br />Jesse L. Dickinson, Rev. Erwin A. Gaede and others. The opinion was <br />expressed that South Bend should take the lead in the enforcement of <br />this statute, and that the better citizens and clergy would "stand <br />behind" the City administration in its enforcement. The chairman <br />again pointed out the various problems with which the Board is con- <br />fronted in attempting to arrive at a decision in the matter, but <br />stated the Board intends t'to come up with an answer in the near future' ". <br />Mr. Wm. Morris, president of South Bend branch N.A.A.C.P., put <br />the question, "Within the next month ?" .Chairman Hurwich replied, "yes ". <br />FIRE DEPARTMENT: <br />The agreement pertaining to the rendering of service by the City <br />Fire Department to citizens of German Township, signed by the Township <br />X <br />i <br />I <br />
