The following presents a review of the background information leading <br />to the recommendation for supplemental environmental services, as well as the <br />proposed scope of such recommended services, project schedule and estimate of costs. <br />PROJECT INFORMATION <br />Phifer Environmental Services, LLC. recently completed a Phase I Environmental Site <br />Assessment of the property known as 1521 and 1527 Kendall Avenue, in South Bend, <br />Indiana (June 21, 2010, PES Project 10 -021). Identified Recognized Environmental <br />Conditions focused on historical auto body repair (including historical painting) and <br />current auto service /repair operations have a potential for environmental impact to <br />surface and subsurface soils as a result of poor waste management practices (waste <br />paints, waste oils, waste antifreeze, waste solvents /degreasers). The presence of waste <br />oil pools on the concrete in close proximity to floor drains, stained soils in the area of <br />waste oil containers, as well as other stained soils in the rear fenced area were all <br />indications of poor management practices. <br />Based upon the aforementioned, PES recommended a Phase II Environmental Site be <br />undertaken for the purpose of assessing the extent to which, if any, the automotive <br />repair and maintenance activities conducted at the subject site may have potentially <br />impacted the subsurface environment. Accordingly, the City of South Bend <br />Redevelopment Commission, during its meeting of June 23, 2010 authorized Phifer <br />Environmental Services to perform the recommended Phase II Environmental Site <br />Assessment. Such assessment involved the installation of four Geoprobe soil borings <br />across the subject site. One of the borings 9GP -1) was established in the area of oil <br />staining at the southwest corner of the building (resultant of poor transfer of waste oils to <br />drums). A second exterior boring (GP -2) was established in the adjacent (north) vacant <br />lot (former residential), as a down gradient location.
