<br />REGULAR MEETING SEPTEMBER 27, 2010 <br /> <br /> <br /> <br />Be it remembered that the Common Council of the City of South Bend, Indiana met in <br />the Council Chambers of the County-City Building on Monday, September 27, 2010 at <br />7:00 p.m. The meeting was called to order by Council President Dieter and the <br />Invocation and Pledge to the Flag were given. <br /> <br />ROLL CALL <br /> <br />COUNCILMEMBERS: <br /> <br /> <br />Present: Derek D. Talboom Deputy City Clerk <br /> Mary Beth Wisniewski Chief Deputy <br /> <br />Absent: John Voorde City Clerk <br /> <br /> <br />REPORT FROM THE SUB-COMMITTEE ON MINUTES <br /> <br />To the Common Council of the City of South Bend: The sub-committee has inspected <br />the minutes of the September 13, 2010 meeting of the Council and found them to be <br />correct. <br /> <br />Therefore, we recommend the same be approved. <br /> <br /> s/Derek D. Dieter <br /> s/David Varner <br /> <br />Councilmember White made a motion that the minutes of the September 13, 2010 <br />meeting of the Council be accepted and placed on file. Councilmember Rouse seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br /> <br />SPECIAL BUSINESS <br /> <br />Gary Gilot, Director, Public Works, gave an update on the intersection of Western <br />Avenue and Olive Street. <br /> <br />th <br />Mr. Gilot thanked former 6 District Councilmember Erv Kuspa for his continued <br />th <br />follow-up and to current 6 District Councilmember Oliver J. Davis, for keeping the ball <br />rolling on this project. Mr. Gilot then introduced Carl Littrell, City Engineer, to give the <br />project status on the Western Avenue and Olive Street Intersection Improvements. Mr. <br />Littrell advised that the project goal is to reduce accident frequency and severity and <br />improve mobility at the intersection. He stated that the means chosen were to replace <br />mechanical time of day controller with eight phase solid state controller. Provide <br />presence detection to make intersection traffic-responsive. Provide new signal supports. <br />Replace existing underground wiring. Provide permissive left turns (five section head.) <br />Resurface and re-mark pavement. Provide clean land assignments signs and markings. <br /> 1 <br /> <br />
