REGULAR MEETING AUGUST 25 2010 70 <br />ACCEPT AND APPROVE RETIREMENT — CORPORAL ERNEST NYBO <br />President Dempsey advised that Chief Darryl Boykins has submitted to the Board the Application <br />and Declaration for Retirement for Corporal Ernest Nybo effective August 30, 2010. Chief Boykin <br />noted that he has served the Department with loyalty and distinction during the last thirty -five (35) <br />years, four (4) months and three (3) days. Chief Boykins joined the Board in thanking him for his <br />commitment, dedication and years of distinguished service to the South Bend Police Department and <br />the citizens of South Bend. Upon a motion made by Mr. Cottrell, seconded by Mr. BonDurant and <br />carried, the retirement was accepted and approved. <br />ACCEPT AND FILE RECOMMENDATION FOR EMPLOYEE OF THE MONTH — JUNE 2010 <br />In a letter to the Board, Chief Boykins stated that Corporal Mark-Walsh was selected as Employee of <br />the Month for June 2010. The award is to recognize officers, civilian employees, on the South Bend <br />Police Department who have demonstrated actions noted by supervisors or citizens from both a <br />professional law enforcement position and in support of the community policing efforts with citizens <br />of South Bend. There being no further discussion, President Dempsey stated the recommendation <br />would be accepted for filing. <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — JULY 2010 <br />President Dempsey indicated that unless there were questions or objections by members of the <br />Board, the statistical analysis report for the month of July 2010, as submitted by the Police <br />Department, would be accepted for filing. There being no objections, the following report was <br />accepted for filing: <br />ACCEPT AND APPROVE DEMOTION REQUEST — HARVEY MILLS <br />In a letter to the Board, Chief Boykins recommended that Sergeant Harvey Mills be demoted <br />permanently, to the rank of Corporal effective August 25, 2010. Chief Boykins stated in his letter to <br />the Board that Sergeant Mills was in violation of the South Bend Police Department Duty Manual <br />Section 416, and Section 207 -04 (A)(8), not following -up with victims and witnesses until the <br />conclusion of investigations, and appearing in court in casual attire. Upon a motion made by Mr. <br />Cottrell, seconded by Mr. BonDurant and carried, the recommended demotion was approved. <br />FIRE DEPARTMENT <br />APPROVE LETTER OF RECOMMENDATION FORNEW FIRE DEPARTMENT CHAPLAIN — <br />REVEREND RICARDO TAYLOR <br />In a letter to the Board, Chief Buchanon requested the Board approve his recommendation of <br />Reverend Ricardo Taylor, Pastor of Mount Carmel Missionary Baptist Church, 137 E. Indiana <br />Avenue, South Bend, as the new Chaplain of the South Bend Fire Department, due to the retirement <br />of Reverend Don Neely. Reverend Taylor was present and introduced himself to the Board. He stated <br />he is looking forward to serving the City. Therefore, upon a motion by Mr. Miller, seconded by Mr. <br />BonDurant and carried, the recommendation was approved. <br />APPROVE REQUEST FOR DISABILITY PENSION ALLEN PRICE <br />In a letter to the Board, Chief Buchanon requested the Board approve his request for disability <br />pension for Lieutenant Paramedic Allen Price.
