L FA~~~~ <br />Mr. Bill Shalliol <br />Economic Development Planner <br />July 28, 2010 <br />Page 2 <br />It appears that the traffic volume growth may be less than anticipated, and that <br />nothing indicates that the center curb should be extended further to the north on <br />this southbound approach. Driver awareness of the purpose and use of the <br />south bound double left turn lanes appears to be substantially complete, as well <br />as the use of the center left turn lanes immediately north of the concrete center <br />curb. <br />Therefore, the City is considering a change in access control, and needs a traffic <br />engineering study to determine if and what changes should be made. <br />SCOPE OF SERVICES, FEE AND SCHEDULE <br />Engineering services to be provided by LFA include: <br />• Determining the type of field information (traffic counts, gap studies, crash <br />records) needed. <br />• Coordinating and communicating the field work to and from City staff. <br />• Analysis of data. <br />• Preparation of a Traffic Engineering Access Report and Recommendations <br />for draft review and final completion of the study. This will include meetings, <br />sketch drawings, and field reviews. <br />• We anticipate that our recommendations and the City's final determination <br />will involve a considerable amount of engineering judgment and past <br />experience in access control. <br />We propose to complete the Traffic Access Study and Report on an hourly basis <br />in accordance with Attachment "A". The estimated fee is $2,500 based on the above <br />Scope of Services and fourteen (14) hours of engineering time, with two (2) hours of <br />support/administrative time. Traffic counting, gap measurements, and Construction Plan <br />Services are not included in the estimated fee. We will start the Project immediately <br />upon receipt of a Notice to Proceed and complete the Study in approximately 15 days, <br />exclusive of field work scheduling delays. <br />You may accept this proposal by signature in the space provided below. <br />We look forward to working with you on this project.
