MEDORS, P.E. <br />Based upon several conversations, e-mails, and our meeting with you and Carl <br />Littrell on July 12, 2010, Lawson-Fisher Associates P.C. is submitting this proposal to <br />provide Professional Engineering Services for a Traffic Access Study and Report at the <br />referenced intersection. The following is a Project Description, Scope of Services, Fee <br />and Schedule for the project: <br />PROJECT DESCRIPTION <br />Problem Statement <br />In 2007, the City completed an LPA reconstruction project of the intersection of <br />South Michigan Street and Ireland Road. The project included improvements to <br />the existing street and drive approaches from south of the intersection north to <br />the intersection of South Michigan and Chippewa Avenue. Part of those <br />improvements was the construction of anon-mountable concrete center curb <br />from the Ireland Road intersection north to a point approximately 36-feet north of <br />the intersection of South Michigan Street and Norman Street. The purpose of the <br />center curb was to add to/replace a concrete divider used for access control and <br />channelization (protection) of the high volume of left turn traffic on the <br />southbound approach to the signal at South Michigan and Ireland Road. This <br />treatment was also constructed on the eastbound and northbound approaches. <br />Since the completion of construction in 2007, the City has been requested to <br />remove the concrete center curb directly in front of the Norman Street approach <br />in order to allow southbound Michigan Street traffic access for turns onto Norman <br />Street.
