Based upon several conversations, e-mails, and our meeting with you and Carl Littrell on July 12, 2010, Lawson-Fisher Associates P.C. is submitting this proposal to provide Professional Engineering Services for a Traffic Access Study and Report at the referenced intersection. The following is a Project Description, Scope of Services, Fee and Schedule for the project: PROJECT DESCRIPTION Problem Statement In 2007, the City completed an LPA reconstruction project of the intersection of South Michigan Street and Ireland Road. The project included improvements to the existing street and drive approaches from south of the intersection north to the intersection of South Michigan and Chippewa Avenue. Part of those improvements was the construction of anon-mountable concrete center curb from the Ireland Road intersection north to a point approximately 36-feet north of the intersection of South Michigan Street and Norman Street. The purpose of the center curb was to add to/replace a concrete divider used for access control and channelization (protection) of the high volume of left turn traffic on the southbound approach to the signal at South Michigan and Ireland Road. This treatment was also constructed on the eastbound and northbound approaches. Since the completion of construction in 2007, the City has been requested to remove the concrete center curb directly in front of the Norman Street approach in order to allow southbound Michigan Street traffic access for turns onto Norman Street.
