He stated that the repairs will be made to the <br />historic stone work on the exterior of the Palais Royale building, and to reseal areas <br />around existing windows, and to repair interior wall damage that was caused by water <br />seeping into the building from around exterior historic stone work. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Oliver Davis made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember White seconded <br />the motion which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 32-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, <br /> TRANSFERRING MONIES FROM THE <br /> RAINY DAY FUND NO. 102 TO <br /> DEPLETED FUNDS WITHIN THE CITY <br /> OF SOUTH BEND <br /> <br />Councilmember LaFountain, Chairperson, Personnel and Finance Committee, reported <br />that this committee met on this bill this afternoon and voted to send it to the full Council <br />with a favorable recommendation. <br /> <br />th <br />Mr. Gregg Zientara, City Controller, 12 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Zientara advised that due to delays in receipt of certain property tax revenue and <br />State of Indiana revenue, it is necessary to transfer monies by June 30, 2010 from the <br />Rainy Day Fund to three depleted funds in order to meet operational expenses. All funds <br />will be paid back by December 31, 2010. The total amount to be borrowed from the <br />Rainy Day Fund is $1,850,000.
