REGULAR MEETING JUNE 28, 2010 <br /> <br /> <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Kirsits made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember LaFountain <br />seconded the motion which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 28-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, <br /> APPROPRIATING $2,000,000.00 FROM <br /> STATE GRANT FUND (#210) FOR THE <br /> OPERATING ENDOWMENT FOR RAY <br /> AND JOAN KROC CENTER <br /> <br /> <br />Councilmember Oliver Davis made a motion to hear the substitute version of this bill. <br />Councilmember Varner seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br /> <br />Councilmember Puzzello, Chairperson, PARCS Committee, reported that this committee <br />met on this bill this afternoon and voted to send it to the full Council with a favorable <br />recommendation. <br /> <br />th <br />Mayor Stephen Luecke, 14 Floor County-City Building, 227 W. Jefferson Blvd., South <br />Bend, Indiana, made the presentation for this bill. <br /> <br />Mayor Luecke advised that this bill would appropriate $2,000,000.00 from a State of <br />Indiana grant awarded for the construction of the Ray and Joan Kroc Center at the corner <br />of Western Avenue and Chapin Street. He stated that the funds will be appropriated into <br />a State Grant Fund #210 and used for the operating endowment match for the facility. He <br />noted that these funds cannot be used for general government purposes, only toward the <br />operating endowment match for the Ray and Joan Kroc Center. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Varner made a motion for favorable <br />recommendation to full Council concerning this bill as substituted. Councilmember <br />White seconded the motion which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 31-10 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, <br /> APPROPRIATING $8,000 FROM THE <br /> PALAIS ROYALE HISTORIC <br /> PRESERVATION FUND (FUND 450) <br /> FOR REPAIRS TO THE HISTORIC <br /> EXTERIOR/INTERIOR OF THE VENUE <br /> <br />Councilmember Puzzello, Chairperson, PARCS Committee, reported that this committee <br />met on this bill this afternoon and voted to send it to the full Council with a favorable <br />recommendation. <br /> <br />Mr. Dennis Andres, Executive Director, The Morris Performing Arts Center, 211 N. <br />Michigan Street, South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Andres advised that this bill would appropriate $8,000.00 within the Palais Royale <br />Historic Preservation Fund (Fund #450). He stated that revenues for this fund are <br />generated from a 2% surcharge assessed on all services provided in connection with the <br /> 6 <br /> <br />
