REGULAR MEETING JUNE 14, 2010 <br /> <br /> <br /> <br />BILL NO. 26-10 AN ORDINANCE OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA <br /> AMENDING VARIOUS SECTIONS OF <br /> CHAPTER 17, ARTICLE 2, OF THE SOUTH <br /> BEND MUNICIPAL CODE TO ADJUST SEWER <br /> RATES AND CHARGES INCREMENTALLY <br /> THROUGH 2013 <br /> <br />Councilmember Oliver Davis made a motion to refer this bill to the Utilities Committee <br />and set it for Public Hearing and Third Reading on June 28, 2010. Councilmember <br />Varner seconded the motion which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />NEW BUSINESS <br />There was no new business to come before the Council at this time. <br /> <br />PRIVILEGE OF THE FLOOR <br /> <br />Council President Dieter advised that Privilege of the Floor is limited to a maximum of <br />30 minutes. This is where members of the public may address the Council on issues not <br />listed on the Council Agenda. A person has a maximum of 3 minutes and may only <br />address topics over which the City has jurisdiction. <br /> <br />Any topic raised by a member of the public, may be assigned by the Council President to <br />a Council Member to look into, or the President may request the City Clerk to contact an <br />appropriate member of the City Administration. <br /> <br />At the next regular meeting of the Council under “Unfinished Business”, any topic <br />assigned may be reported on by the Council Member who looked into the concern. <br /> <br /> <br />COMMENTS FROM MR. JOSEPH SHABAZZ REGARDING AFFIRMATIVE <br />ACTION <br />Joseph Shabazz, 1918 Lincolnway West, South Bend, Indiana, stated that he was also <br />known as Joseph Tillman and recently changed his last name to keep with his ethnic and <br />religious background. Mr. Shabazz stated that he is representing a company called <br />Progressive Urban Industries, a low income lobby advocacy public relations group. Mr. <br />Shabazz stated that he sent a brief to the Council regarding Section 14.5 of the South <br />Bend Municipal Code relating to affirmative action. He asked if the City has an <br />affirmative action plan and if so he would like to see a copy of it. <br /> <br />COMMENTS FROM MS. WILDER-HAMILTON REGARDING WEEDS & <br />OVERGROWN VEGETATION <br />Elonda Wilder-Hamilton, 1154 Fremont, South Bend, Indiana, stated that she is a <br />member of the LaSalle Neighborhood Association and Chair of the Weed & Seed <br />Alliance. She stated that she is here tonight to bring the Council her concerns of a <br />property located directly behind her home at 1149 Olive Street. She brought pictures to <br />show the excessive grass and weeds. She stated that since then the grass was mowed and <br />the job that was done is totally unacceptable. Ms. Wilder-Hamilton also stated that at the <br />NW Corner of Humbolt and Fremont the house was on the demolition list for years and <br />has since been torn down, but the grass, weeds and bushes are so overgrown that they are <br />blocking the stop sign and it has become a public safety concern. She stated that there <br />are too many vacant and abandoned homes that are being neglected and when the grass, <br />weeds and overgrown vegetation are finally mowed the job is totally unacceptable. <br /> <br /> <br /> <br /> <br /> <br /> <br /> 9 <br /> <br />
