REGULAR MEETING JUNE 14, 2010 <br /> <br /> <br /> <br />COMMENTS FROM MS. SMITH REGARDING THE KENNEDY PARK CSO <br />PROJECT <br />Vera Smith, 2715 Bonds, South Bend, Indiana, stated that she has had previous <br />discussion with Gary Gilot, Director, Public Works regarding the construction work <br />being done on Bonds Avenue for the Kennedy Park Combined Sewer Overflow (CSO.) <br />She stated that the street is so narrow now that if anyone parks on one side of the street <br />(because there is not enough room to park on both sides of the street), the residents that <br />have driveways on the opposite side who are trying to back out of their driveway fear that <br />they will hit the cars parked on the street. She stated that they have discussed the <br />possibility of making Bonds a one-way street. Ms. Smith stated that she would like to see <br />a reconfiguration of the Street. Ms. Smith stated that on another topic she does not want <br />the LaSalle Branch Library closed. <br /> <br />COMMENTS FROM MR. JERRY NIEZGODSKI REGARDING THE KENNEDY <br />PARK CSO PROJECT <br />Jerry Niezgodski, 2930 Bonds, South Bend, Indiana, stated that he is also speaking on <br />what Ms. Vera Smith was talking about and that is the Kennedy Park Combined Sewer <br />Overflow Project. Mr. Niezgodski stated that he has been told that the neighbors voted <br />on this plan at the meetings that were held at Kennedy School. He stated that no one <br />remembers that there were plans to choose from. He stated that he was never able to see <br />or have input on the sewer separation plans that were not considered. Mr. Niezgodski <br />suggested that the project be put on hold until another meeting of the neighbors and the <br />city can be held to discuss what is happening and how to best solve some the problems <br />that have arisen from this project. <br /> <br />COMMENTS FROM MR. JOE RADECKI REGARDING THE KENNEDY PARK <br />CSO PROJECT <br />Joe Radecki, 2706 Bonds, South Bend, Indiana, stated that he has lived in this area for <br />over 50 years. Mr. Radecki reiterated what Mr. Niezgodski stated earlier that he was in <br />st <br />attendance at the 1 meeting that was held at Kennedy School, but was never invited to <br />attend another meeting nor was he able to see or have input on the sewer separation plan. <br />He stated that three retentions ponds have been created in this project and he is afraid it <br />will be a mosquito haven. Mr. Radecki stated that the bump outs that have been installed <br />are a hazard and he wonders how the snow plows are going to see them when they are <br />covered with snow. He asked the Council for their help in finding viable solutions for <br />this project. <br /> <br />COMMENTS FROM MR. RICHARD GONZALES REGARDING THE KENNEDY <br />PARK CSO PROJECT <br />Richard Gonzales, 2714 Bonds, South Bend, Indiana, spoke regarding the parking <br />situation on Bonds. He stated that he is concerned for his neighbor who lives directly <br />across the street from him. He stated that when she would be backing out of her drive <br />way she could easily back right into the basin that was put in making Bonds now a dead <br />end street. Mr. Gonzales stated that he was also concerned of the narrowing of Bonds. <br />Residents cannot have guests come over because there is no where for them to park. The <br />street is too narrow for cars to park on the street. He stated that he is also concerned <br />about the paving on Bonds. He stated that he was told that the final coat of asphalt won’t <br />be applied until sometime in the fall. Mr. Gonzales stated that there are raised manhole <br />covers that cars have to dodge and is concerned that someone will get hurt. His final <br />concern was that the curbs, sidewalks and driveways are all being redone do to the <br />construction and that they are not being done correctly and are having to be done a <br />second time. He stated that there were blueprints and those are not being followed. <br /> <br />COMMENTS FROM MS. LISA CARL REGARDING THE POTENTIAL CLOSING <br />OF THE LASALLE BRANCH LIBRARY <br />Lisa Carl, 605 Marquette Blvd., South Bend, Indiana, stated that she is a librarian and <br />urged the Council not to close the LaSalle Branch Library. <br /> <br /> <br /> <br /> 10 <br /> <br />
