..,_ ..~" <br />:~=: <br />REGULAR MEETING <br />OCTOBER 26, 2005 <br />'FIRE DEPARTMENT <br />ACCEPT AND FILE CHARGE OS-03 -ENGINEER JEREMY DOWNS <br />In a letter. to the Board, Fire Chief Luther Taylor submitted Charge No. OS-03 in the matter of <br />Charges against Engineer Jeremy Downs. <br />FACTUAL ALLEGATIONS <br />On or about September 24, 2005, Jeremy Downs, a sworn firefighter on the South Bend Fire <br />Department, altered the passwords in a computer program at the South Bend Fire Department with <br />the intent to send e-mails while using the names of other firefighters. On said date, Engineer Downs <br />sent e-mails with attachments to numerous other firefighters using the names of other firefighters, <br />which was false reporting and brought other members of the department to ill repute. <br />Chief Taylor recommends that Engineer Downs be suspended for twenty (20) 8 consecutive calendar <br />days. <br />CHARGE <br />Said conduct violates I.C. 36-8-3-4(b)2(B) and (H), being conduct which was unbecoming a <br />firefighter and in violation of Rules 30.00 (9) and (10) of the South Bend Fire Department Duty <br />Manual and in violation of Rules 4.2; 4.3, 4.5 and 5.8 of the City of South bend Computer Policies. <br />There being no further discussion, Charge OS-03 was accepted and filed, and the Clerk of the Board <br />was instructed to serve the appropriate paperwork to Engineer Jeremy Downs. <br />FILING OF MONTHLY STATISTICAL REPORT -SEPTEMBER 2005 <br />Chief Luther Taylor submitted to the Board the monthly report for the month of September 2005 <br />- -~- complied by the Prevention/Inspection Bureau of the Fire Department. <br />A summary is as follows: <br />SEPTEMBER SEPTMEBER <br />2005 2004 <br />STRUCTURE FIRES <br />Property Damage--Buildings & Contents <br />(Estimates) <br />$211,060.00 $1,804,030.00 <br />INSPECTIONS <br />(Fire Prevention/Ins ection Bureau) <br />383 Inspections 325 Inspections <br />51 Re-Ins ections 82 Re-Ins ections <br />INVESTIGATIONS <br />(Police/Fire Arson Bureau) <br />15 10 <br />Investigations Investigations <br />10 3 <br />Arson ~ Arson <br />There being no further discussion the Monthly Statistical Analysis was accepted and filed. <br />ADJOURNMENT <br />There being no further business to come before the Board, President Rodriguez declared the meeting <br />adjourned at 9:10 a.m. <br />BOARD OF PUBLIC SAFETY <br />~~ <br />Jesusa Rodriguez, President <br />
