Airport Economic Development Area <br /> <br />(3) continued… <br /> <br />Mr. Downes noted that this seemed like a <br />good solution for a short term for a small <br />amount of money. However, Blackthorn Golf <br />Course has more equipment needs. He asked <br />how this type of need will be handled in the <br />future. Will the Commission need to go <br />through the same process? <br /> <br />Mr. Inks noted that the reason this Security <br />Agreement is necessary is the city’s policy <br />on not enter into a lease that has a clause to <br />charge late payment fees, unless there is a <br />specific appropriation covering those late <br />payment fees. That has made it impossible <br />for the golf course to secure a lease for this <br />equipment. The next time we do an <br />appropriation for the golf course, we will <br />include an appropriation for late fees. <br />Absent that appropriation, and with the <br />emergency need for this equipment, the <br />Commission is willing to use TIF funds to <br />purchase the equipment and have the golf <br />course reimburse the Commission over time. <br /> <br />A larger purchase that will need to be made <br />this year is the purchase of new golf carts. <br />Staff intends to get an appropriation for late <br />payments in place that will allow the golf <br />course to lease those carts. <br /> <br />Mr. Inks suggested getting the Commission’s <br />authorization today to advertise for an <br />appropriation for Blackthorn Golf Course, <br />perhaps adding the request to the <br />authorization being requested in item 6.L.(1). <br /> <br /> 14 <br /> <br />
