South Bend Redevelopment Commission
Regular Meeting –April 9, 2010

in that parking lot? That would eliminate the
need for ponds altogether.

Mr. Davey
: I am not an engineer so I can’t
answer that question. But I’ve got to believe
that the City has investigated those types of
opportunities.

Mr. Ward
: It is obviously easier to put in a
pond in. You’d have to take up the asphalt,
you’d have to dig a deep hole, and go down
below the clay level. Thank you.

Mr. Arthur Gray
: I own the property
immediately west of the three areas to be
acquired on Hawbaker Street. Just several
questions, a lot of what I have been
concerned about has been dealt with by the
other people that have spoken here today.
One, I’d like, if there is anyone here that can
give me some input on similar areas,
residential areas that have been affected by
retention ponds, what has been the effect on
their property value? Is there anyone here
that can give me input on them? Has it been
negative, has it been positive? (Mr. Schalliol
asked if the Commission wanted him to
address that.) Mr. Gray continued: I think
you have answered my question without
answering it.

Ms. Jones
: No, I have not. The best person
to answer it would be Bill or someone
involved with real estate. I know there are a
lot of developments that are going on…

Mr. Relos
: We just put in a new retention
pond over by Oliver Plow and there were
people who did not want to move out. They
are fifteen feet away from the retention pond.
We tried to acquire their properties, and they
did not want to move, they wanted to stay
25
