South Bend Redevelopment Commission Regular Meeting –April 9, 2010 retention area. Retention areas are smelly and insect infected. Just like the City has demonstrated their negligence in having what I call a sewage dump. It would ruin the property values of the area residents. It seems that the City doesn’t care about the small, residential owners. In conclusion, I hope and pray that the City will reconsider their plan and find a more suitable location, one which is not a residential area or at least consider the idea of the pumps. The demolition of my parents’ home and the installation of a retention pond would negatively affect everyone in the neighborhood. No one wants to live to a retention area. Mr. Keszei : This is from my brother-in-law, Tom Callahan. “On March 26, they were given notice, which was only two and a half weeks notice, which was not ample notice. The Keszeis received no communication from the City or any of its representatives about the City’s intention prior to March 26, 2010. The Keszeis received a letter from a private developer about obtaining their property but that communiqué never mentioned that the City of South Bend was involved in any way. The communiqué led the Keszeis to believe that the property was very valuable. The private developer contacted the Keszeis’ son (me Patrick) about the property and informed him, as opposed to Emery and Marian Keszei, who are the owners, about the City of South Bend’s plan. The private developer never indicated to Patrick that he might be acting on behalf of the City of South Bend. At this point, Emery and Marian Keszei had no reason to believe that anyone ever attempted to contact them about the City of South Bend’s plan, prior to receiving this letter dated March 26, 2010.
