South Bend Redevelopment Commission <br />Regular Meeting –March 5, 2010 <br /> <br />6. NEW BUSINESS <br /> <br />D. Airport Economic Development Area <br /> <br />(3) continued… <br /> <br />Ms. Spivey said she wanted to know the <br />actual scope of services expected of Project <br />Impact. She’d like a copy of Exhibit B to the <br />Agreement for Services. <br /> <br />Mr. Summers responded that they have <br />classroom work where they go through the 7 <br />Habits of Highly Effective People with a <br />faith component Deeds of the Flesh, Fruit of <br />the Spirit. And they teach the thirteen <br />qualities employers said they want of their <br />employees. There was a curriculum designed <br />around those three things. Then, there is <br />practical application. Various work is <br />available to clients such as computer repair <br />and servicing, construction, warehouse work, <br />invoicing, etc. Then, they follow up with <br />each client on a regular basis making sure <br />they are following through on what they’ve <br />learned. In the case of them getting a job, <br />following up to make sure the employer is <br />not having any issues with the employee. <br /> <br />Ms. King said she was willing to vote for <br />$350,000 to go to Project Impact. However, <br />she is concerned about the way in which last <br />years funds were used. Project Impact had <br />$620,000. Half of that went to management <br />and personnel. Of that half, only $50,000 <br />went to street workers. The rest was a lot of <br />overhead. She can only conclude that the <br />$350,000 for 2010 will be used for overhead. <br />Personnel. None of it would be going to the <br />clients. She requested the Commission put a <br />limit on the portion of the $350,000 that <br />could be used for personnel. She wants to <br /> 44 <br /> <br />
