<br />Mr. Gilot stated the proposal will be reviewed and scored based on a matrix system, by a team
<br />made up of City representatives. Upon a motion made by Ms. Maradik, seconded by Ms.
<br />Fritzberg and carried, the above proposals were referred to Venues, Parks, and Arts for review,
<br />tabulation, and recommendation.
<br />AWARD BID — FIRE STATION NO. 9 — PROJECT NO. 116-012 (EMS CAPITAL)
<br />Ms. Tara Weigand, Engineering, advised the Board that on February 27, 2018, bids were
<br />received and opened for the above referenced project. After reviewing those bids, Ms. Weigand
<br />recommended that the Board award the contract to the lowest responsive and responsible bidder
<br />Ziolkowski Construction, Inc., 4050 Ralph Jones Drive, South Bend, IN 46628, in the amount of
<br />$3,652,500 for the Base Bid plus Alternate Nos. 2, 4, 5, 6, 14 & 15. Therefore, Ms. Maradik
<br />made a motion that the recommendation be accepted and the bid be awarded as outlined above.
<br />Ms. Fritzberg seconded the motion, which carried.
<br />AWARD BID — IRONWOOD DRIVE PAVEMENT REHABILITATION — PROJECT NO.
<br />117-071A (LOCAL ROAD AND BRIDGE GRANT)
<br />Mr. Roger Nawrot, Engineering, advised the Board that on February 27, 2018, bids were
<br />received and opened for the above referenced project. After reviewing those bids, Mr. Nawrot
<br />recommended that the Board award the contract to the lowest responsive and responsible bidder
<br />C&E Excavating, Inc., 53767 County Road 9, Elkhart, IN 46514, in the amount of $1,347,592.50
<br />for the Base Bid plus Alternates A & B. Therefore, Ms. Maradik made a motion that the
<br />recommendation be accepted and the bid be awarded as outlined above. Ms. Fritzberg seconded
<br />the motion, which carried.
<br />AWARD BID — HIBBERD PLAZA IMPROVEMENTS — PROJECT NO. 117-063R (RWDA
<br />TIF
<br />Mr. Kyle Silveus, Engineering, advised the Board that on February 27, 2018, bids were received
<br />and opened for the above referenced project. After reviewing those bids, Mr. Silveus
<br />recommended that the Board award the contract to the lowest responsive and responsible bidder
<br />R. Yoder Construction, Inc., PO Box 69, Nappanee, IN 46550, in the amount of 1441,076 for the
<br />Base Bid plus Alternates 3, 4, and 9. Therefore, Ms. Maradik made a motion that the
<br />recommendation be accepted and the bid be awarded as outlined above. Ms. Fritzberg seconded
<br />the motion, which carried.
<br />APPROVE CHANGE ORDER NO. 2 — FIRE STATION NO. 4 — PROJECT NO. 116-066
<br />(RWDA TIF)
<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, has submitted Change Order No. 2 on behalf
<br />of Gibson -Lewis, LLC, 1001 West I11h Street, Mishawaka, IN 46544, indicating the contract
<br />amount be increased by $103,055 for a new contract sum, including this Change Order, in the
<br />amount of $3,310,997, and an additional fourteen (14) days. Upon a motion made by Ms.
<br />Maradik, seconded by Ms. Fritzberg and carried, the Change Order was approved.
<br />APPROVE CHANGE ORDER NO. 1 — PALAIS ROYALE AWNINGS (JOINT LICENSING
<br />FUND)
<br />Mr. Gilot advised that Mr. Patrick Sherman, Venues, Parks, and Arts, has submitted Change
<br />Order No. 1 on behalf of Custom Awning, 1251 Third Street, Osceola, IN 46561, indicating the
<br />contract amount be increased by $2,345 and an additional twenty-one (21) days, for a new
<br />contract sum, including this Change Order, in the amount of $21,016 and a new project
<br />completion date of April 30, 2018. Upon a motion made by Ms. Maradik, seconded by Ms.
<br />Fritzberg and carried, the Change Order was approved.
<br />APPROVE CHANGE ORDER NO 2 (FINAL) AND PROJECT COMPLETION AFFIDAVIT
<br />— NEWMAN CENTER SITE DEVELOPMENT DIVISION B AND C — PROJECT NO. 117-
<br />060R (REDA TIF)
<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, has submitted Change Order No. 2 (Final) on
<br />behalf of HRP Construction, Inc., 5777 Cleveland Road, PO Box 266, South Bend, IN 46624
<br />indicating the contract amount be increased by $8,364.16 for a new contract sum, including this
<br />Change Order, of $215,120.70. Additionally submitted was the Project Completion Affidavit
<br />indicating this new final cost of $215,120.70. Upon a motion made by Ms. Maradik, seconded by
<br />Ms. Fritzberg and carried, Change Order No. 2 (Final) and the Project Completion Affidavit
<br />were approved.
