REGULAR MEETING March 12, 2018
Councilmember Regina Williams-Preston stated,The City has put out their call for data collectors
for their neighborhood information study. This is related to last year when we talked about wanting
to get more information about housing conditions and what is going on in real-time. That is
happening. Open interviews on March 15th, 2018 from 10 a.m. to 8 p.m. and located at 2806
Lincolnway West. You must be a South Bend resident and it is a great way to get involved and
connected and help out your community and neighborhood.
Councilmember Karen White stated, The Residential Neighborhoods Committee will host a
meeting on March 21St, 2018 here in the Council Chambers to receive the housing market study.
That will start at 5:30 p.m. The purpose of that meeting is to hear from the consultant. Also,March
22nd 2018,there will be a recognition for Women's History Month and that will be at the Charles
Martin Youth Center from 6:00 p.m. to 8:00 p.m. We do have a number of our Councilmembers
that will be part of the forum. Our Councilmember Broden, City Clerk Fowler, and Community
Outreach Director Peate will be on that panel. We will also be recognizing sixteen (16) women
high school students. March 29th, 2018, we will be hosting a Personnel and Finance Committee
meeting to talk about the 2018 budget to talk about how the budget has supported the
neighborhoods. We will also be looking at the budget process and how we can garner more input
from the community. That will be with the NRC Roundtable Leadership and will be held at the St.
Joseph County Public Library from 5:30 p.m. to 7:30 p.m.
Vice President Oliver Davis stated, This Wednesday at 5:30 p.m. at the TRANSPO Admin
Building, we will have a meeting where we will continue discussing the administration transition
we are going through. That is an open meeting and all are welcome to be there. I would also like
Council members to pencil in March 28th at 5:00 p.m. as a possible date to have a presentation
about our discussion on the transportation in the City. And, I'm at peace.
Council President Tim Scott stated, The Mayor is giving his State of the City Address tomorrow
night at Adams High School at 6:00 p.m. I know all the Council members are invited and it is good
to attend.
Vice President Oliver Davis stated, One (1) last thing, I was thinking about it today, but we need
to set up a time to do a new Council picture as there is a new member.
PRIVILEDGE OF THE FLOOR
Sharon Banicki, 3822 Ford Street, South Bend, IN, stated, I meant to be here two (2) weeks ago
and wasn't feeling well. During the recent flooding on my way into work I got halfway here and I
stopped to think how I will get to work. To my surprise, Western and Walnut were wide open.
Whoever did the sewer work at Western and Walnut as well as Western and Olive, they did an
amazing job. Those two(20 intersections, for the first fifty(50)years of my life would flood during
a drizzle. They performed amazingly and I just wanted you guys to know that it was noticed and
is appreciated.Whoever did that design work should be your head engineer. Speaking of the floods,
I know Aaron Perri is chomping at the bit to start on his parks but two (2) years ago we had a one
hundred (100) year flood, this year we had the five hundred (500) year flood, I just want him to
slow down to reevaluate the designs. He needs to make sure that in two (2) years when we have
that 1,000 year flood, $50 million isn't being washed away down the sewer. I would like to
personally be notified when the budget hearings start again because I will be back. I have certain
things I want to focus on this ye and I bet you realized that certain departments kind of fibbed to
us last .ye and I don't know how we decipher who is fibbing and who is not but I want to be
hands on again.And Oliver,my curbs,the 3800 block of Ford,I have no curb. I have nothing.And
my parting gift to the Mayor, he said when he was here last time and he said the people must be
adapting to Smart Streets because he doesn't hear as much complaining. He's not hearing it
because he's not listening but people are not adapting to Smart Streets and they are not happy.
Unfortunately that will probably be his living legacy, good, bad, or otherwise. Thanks.
Peter Helland, 751 W. Ewing Avenue, South Bend, IN, stated, I live in Oliver's district. I'm here
to promote public access television. I had a meeting in Indianapolis and there was this African-
American fella there, he was maybe about fifty-five (55) years old and was from Fort Wayne. I
asked him about Access Fort Wayne and he said he watched it all the time. I asked him what he
12
