REGULAR MEETING March 12, 2018 <br /> 17-18 FIRST READING ON AN ORDINANCE OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA,APPROPRIATING <br /> ADDITIONAL FUNDS FOR CERTAIN <br /> DEPARTMENTAL AND ENTERPRISE <br /> OPERATIONS IN 2018 OF $77,000 FROM <br /> PARKING GARAGE FUND (#601) AND $52,250 <br /> FROM WATER WORKS O&M FUND (#620). <br /> Councilmember John Voorde made a motion to send Bill No. 17-18 to the Personnel and Finance <br /> Committee and set it for Second Reading and Public Hearing on March 26th,2018. Councilmember <br /> Gavin Ferlic seconded the motion which carried by a voice vote of eight(8) ayes. <br /> 18-I8 FIRST READING ON AN ORDINANCE OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 2, <br /> ARTICLE 14 OF THE SOUTH BEND <br /> MUNICIPAL CODE TO ESTABLISH NEW <br /> FUNDS: FIRE STATION NO. 9 DEBT SERVICE <br /> FUND (#350), FIRE STATION NO. 9 CAPITAL <br /> FUND (#451), 2018 TIF PARKS BOND DEBT <br /> SERVICE FUND (#351),AND 2018 TIF PARKS <br /> BOND CAPITAL FUND (#452) <br /> Councilmember John Voorde made a motion to send Bill No. 18-18 to the Personnel and Finance <br /> Committee and set it for Second Reading and Public Hearing on March 26th,2018.Councilmember <br /> Gavin Ferlic seconded the motion which carried by a voice vote of eight(8) ayes. <br /> UNFINISHED BUSINESS <br /> Councilmember Oliver Davis asked, Is it my understanding that we have more monies coming in <br /> for curbs and sidewalks? <br /> Council President Scott replied,No, it is what is set in the budget. <br /> Councilmember Oliver Davis followed up, What was there something about streets or something? <br /> Councilmember Karen White stated, There was an increase in the gas tax at the State level. I do <br /> know Councilmember Dr.Varner advocated to have that money we receive from that increase put <br /> into curbs and sidewalks.The money set for the 2018 budget has already been set so we are looking <br /> in to that request for the 2019 budget. <br /> Councilmember John Voorde stated, I asked the City Director of Public Works if the final paving <br /> list was out and it is not. It had to be revised because of all the flooding but, as soon as it is <br /> complete, it will be referred to us. <br /> Councilmember Oliver Davis stated, Since we had this rain issue, we talk about transferring <br /> budgets and transferring this and transferring that, is there any consideration that we could talk <br /> with the Administration regarding transferring more funds into curbs and sidewalks, given the fact <br /> that we had this rain that messed things up more than we anticipated? Since we transfer everything <br /> else all the time, three (3) or four (4) times a year, could we look at transferring? First of all, we <br /> need to find out what happened with this gas stuff and get that information, and then, whatever <br /> that is,transferring some more monies in this to help out given the fact that we had that situation. <br /> Council President Tim Scott stated,We can look at everything but the biggest impact are the roads. <br /> Those were torn up more than anything else but we can talk about all that later. <br /> NEW BUSINESS <br /> 11 <br />
