<br />In the above named improVergent, the Board hereby orders .that on the I
<br />8th. , day of February 192.8, this Board will meet in their office in the City Hall at
<br />at 7--15 P. M., to hear and receive remonstrances from all persons whose property is
<br />liable to be assessed for said improgement and will decide whether the benefits to
<br />said lots and parcels of land will be equal to the estimated lost of same as reported �
<br />by the City Engineer. The Board further orders that notices of said hearing shall be
<br />published in the South Bend News Times and Tribune on the I3th., day of January and �I
<br />on the 20th. , day of January 1928 and that notices be mailed to property owners accord i
<br />ing to law. I

<br />ji has not been used as a public street for more than forty years. With the understanding
<br />that if at any tirpe the Board of Works should desire to open this street for a public
<br />I, thoroughfare, the owners of same would agree not to claim any damages either from the
<br />I� City or from the railroad, the Board ordered the engineer to prepare plans for said
<br />vacation.
<br />Mr. G. A. Farabaugh and John Gilmore representatives of the Dtannegan �
<br />jI Construction Co., were present at the request of Mr., H. `G. Wray, Oity Engineer, in i
<br />connection with the owork on the Northwest Sewer. The construction of the Northwest
<br />Trunk Sewer along Elwood Avenue .has disclosed very unstable soil conditions. eetions
<br />of quicksand of variable length are frequently encountered, In order that the reinfore
<br />concrete pipe may have the advantages of trench supportst a;md any assistance afforded
<br />; by proper bedding -and backfilling, a concrete cradling has been provided for the rein-
<br />forced concrete pipe throughout the sections where the bad soil conditions exist, to
<br />safeguard the pipe from failure by crushing: It wa-s anticipated that concrete cradling
<br />would be used in the construction of this sewer, but not to the extent that it has been
<br />used, or possibly will be necessary, in as much as extended underground examination of
<br />the soil conditionswas not possible. Because of the added expense in the use of concree
<br />cradling and the possible dan er resulting from its omission, the Board of Public Works
<br />in regular session, appointed harles 1. Cole and Ril.liam S. Moore,;local civil enginee s,
<br />to Inembe.rship in a committee of three$. fir. Cole and Mr.��oore, were instructed to �
<br />itappoint a third member, who shall be a competent consulting engineer having considerablei
<br />knowledge and experience in sewer engineering. This commttV4,% of engineers, advising
<br />with the Board of Public Works and the City �ivil Engineer, is requested to submit, after
<br />proper investigations a report as to whether or not, in itrs opinion, the use of concrete
<br />cradling through the quicksand sections along Elwood Avenue, in connection with the
<br />i construction of the Northwest Trunk Sewer, is necessary to the safe construction of the 11
<br />l sewer.
<br />Claims amounting to $15,363.70 signed and approved by the Board.
<br />This being the date set, bids were received, opened and read for the
<br />construction of lights in oquillard Woods Addition. Bids as follows:
<br />Indiana and Michigan Electric Co.,, for furnishing, lighting and
<br />V maintatn.ing each IO ft., Sheridan Hollow concrete lighting standard frith octagonal
<br />Junior Lighting Units equipped with I000 Lumen (75 Witt) Street lighting lamp or
<br />equitalent lamp,30.00, per unit per year.
