MEETING OC TOBER 28 , 19 35 <br />Regular meeting of the Board of Public Works was held at 11:00 o'clock. All <br />members were present. <br />Minutes of previous meeting were read and approved. <br />Bills were allowed from the following suppliers in the amount of $635.80: <br />Hibberd Printing Company <br />$15.75 <br />Smith -Monroe Company <br />$82.50 <br />Burroughs Adding Machine Co. <br />2.40 <br />Eckler Manufacturing Co. <br />173.60 <br />South Bend News Times <br />11.07 <br />South Bend Iron & Metal Co. <br />14.50 <br />South Bend News Times <br />6.12 <br />Edwards Iron Works <br />3.85 <br />,South Bend Tribune <br />5.89 <br />South Bend Sanitary Wiper Co. <br />11.00 <br />Indiana Bell Telephone Co. <br />.75 <br />South Bend Clean Towel Service <br />3.65 <br />Indiana Bell Telephone Co. <br />166.44 <br />Century Tool & Metal Co. <br />42.05 <br />Indiana Bell Telephone Co. <br />28.99 <br />Studebaker Corporation <br />1.50 <br />Indiana Bell Telephone Co. <br />47.25 <br />The Gibson Company <br />2.05 <br />Indiana Bell Telephone Co. <br />.20 <br />Walter Redmer <br />1.13 <br />Indiana Bell Telephone Co. <br />.15 <br />Peterson Battery & Ignition Co. <br />3.75 <br />No. Indiana Public Service Co. <br />1.71 <br />Hibberd Printing Company <br />9.50 <br />Mr. Frank Chidister appeared <br />before the <br />Board and requested that a street <br />light <br />be`,installed at Huey and Fredrickson Streets. <br />The Board advised him that investigation <br />would be made to ascertain if -it <br />would be practical and if sufficient funds are <br />available. <br />t <br />Representatives of plumbers of the City of South Bend who requested the Common <br />Council to amend Ordinance 2525, which was referred to the Board of Public Works, were <br />.;present to urge the Board to introduce this Amendment and, after a thorough discussion <br />of the matter, 11, Anderson, City Civil Engineer, stated he would go over the points <br />i and amend them with the City Attorney and arrange for the introduction of the Amendment. <br />�iThe Amendment, as requested by the plumbers, is as follows: <br />To Amend Ordinance No. 2525 <br />An Ordinance authorizing Board of Public Works to include in all <br />Contracts for permanent improvements the installation of sewer, <br />water, gas, wire and other connections. <br />Be it ordained by the Common Council of the City of South Bend, Indiana: <br />Section 1. That whenever the Board of Public Works shall desire to improve any street, <br />alley, or other public place by paving the same and shall further desire to adopt an <br />improvement resolution to that effect, said Board is hereby authorized to include in <br />said improvement resolution the installation of sewer, water, gas, wire and other <br />connections as may be deemed necessary to accommodate the abutting property along said <br />street, alley, or public place; also, such improvement resolution shall have affixed <br />thereto the necessary plans and specifications designating the material to be, used in <br />such sewer, water, gas, wire and other connections, the number and location thereof, <br />and the manner of laying the same from the main to a point inside the curb line. <br />PROVIDED HOWEVER That this Ordinance shall not prevent any owner of any such abutting <br />property from making such connections and installations if he make and complete the <br />same in accordance with the plans and specifications for such connections and install- <br />ations as designated by said Board and within twenty (20) days from the date of the <br />Confirmation of such Resolution. <br />Section II. The cost of making; such connections by said Board shall be considered a <br />part of the cost of the permanent improvement project and shall be so assessed against <br />such abutting properties as are benefited. <br />Section III. All Ordinances heretofore passed by the Common Council of said City that <br />are in conflict herewith are hereby repealed. <br />Section IV. Whereas an emergency exists for the i=nediate`taking effect of this <br />Ordinance, the same shall be in force from and after its passage and legal publication. <br />Wm. E. Rasmussen, Councl-Iman 5th Dist. <br />We, the undersigned, petition your honorable body to amend this Ordinance, <br />striking out the water connections mentioned in Section I., and further amending by <br />adding section to said Ordinance requiring that all water connections under each <br />contract be let separately after advertising for competitive bids by the licensed <br />master plumbers entitled to bid. thereon, under the Ordinances of the City of South Bend, <br />Indiana. <br />Mr. Charles Lewinski and Mr. Sroda again appeared before the Board with reference <br />to his property at Western Avenue and Walnut Street and requested some relief. The <br />Board again advised them that the only method of relief would be to file a suit in the <br />Courts as there was no way in which the Board could offer relief. <br />A communication was received from Dillon J. Patterson claiming damage to his <br />automobile in the amount of $2.90, due. to what he claims was negligence on the part of <br />the Street Department in leaving a bad pavement on Lincoln Way East.opposite Playland <br />Park.
