3. The Engineer shall deliver documentation to the Board so that the Board may make all <br />arrangements to deliver payment to each property owner or to file for condemnation and to <br />properly record the transfer documents. <br />4. The Engineer shall conduct a scoping meeting immediately after receiving a Notice -To - <br />Proceed from the Board to identify the parcels needing a 2nd Appraisal, to set Appraising & <br />Buying Fees, and to review the project schedule. <br />B. Appraisal <br />1. The appraiser(s) shall be determined at a later date pursuant to availability, approval of the <br />Board, and shall be hereinafter referred to as the Appraiser. <br />2. The appraiser shall perform the appraisal work covered by this Agreement, shall be a licensed <br />appraiser in the State of Indiana, and on INDOT's approved Appraisers/Review Appraisers <br />list. <br />No work by the Appraiser shall be sublet, assigned or otherwise performed by anyone other <br />than the Appraiser. <br />4. Should the quality and/or progress of the appraisals be deemed unsatisfactory, the Board may <br />terminate the services of the Appraiser by giving five (5) days written notice. The earned <br />value of the work performed shall be based upon an estimate of the portion of the services as <br />have been rendered by the Appraiser to the date of termination. All work, completed or <br />partially completed, shall become the property of the Board. <br />5. The Appraiser shall examine the plans for this project and review in the field the various <br />parcels herein designated. <br />6. The Appraiser shall give the owner of each parcel to be appraised the opportunity to <br />accompany the Appraiser during the inspection of the parcel. <br />7. The appraisals shall be sufficiently documented to meet the minimum standards set out in <br />the INDOT's procedures as approved by the FHWA. The Appraiser shall follow accepted <br />principals and techniques in evaluation of real property in accordance with State Laws. Any <br />appraisal that does not meet such requirements shall be further documented or reappraised <br />as the case may be without additional compensation to the Appraiser. <br />8. The Appraiser's report shall adequately address, as a minimum, the following: <br />a. The purpose of the appraisal, which includes a statement of value to be estimated and the <br />rights or interests being appraised, <br />b. Identification of the property and its ownership, including at least a 5-year delineation of <br />title, <br />c.
