TOFFEE <br />DIRECTOR <br />The Honorable Redevelopment Commission <br />Of the City of South Bend <br />1200 County-City Building <br />South Bend, Indiana 46601 <br />RE: 521 Eclipse Place <br />Dear Honorable Redevelopment Commission: <br />The Department of Code Enforcement is seeking 1.5 million dollars from the Airport TIF <br />fund to rehab and construct an animal shelter to be located at 521 Eclipse Place, South <br />Bend, Indiana. <br />The property as referenced above has been in the possession of the Department of Code <br />Enforcement of the City of South Bend since 1996. During the 14 years of possession, the <br />building has been utilized as crew headquarters for the department. This use consisted of <br />lunch facilities, office use and outside storage of 4 dump trucks, 2 tractors, 1 large single <br />arm loading truck, and multiple lawn equipment including trailers. <br />The Department of Code Enforcement proposes the future use of this building become <br />the new state of the art shelter for South Bend Animal Care and Control. South Bend <br />Animal Care and Control has outgrown its current facility located at 105 S. Olive Street <br />consisting of 17 kennels. Animal Care and Control provides a public service which the <br />citizens of South Bend have come to expect and appreciate since its inception in 1996. <br />The current facility located at 521 Eclipse Place is in need of major roof repairs and has <br />not had any upgrades since the early 80's when it was utilized by the South Bend Housing <br />Authority as offices. In addition, the structure along with the sea of pavement and chain <br />link fencing does not enhance the neighboring community. <br />
