<br />Vie received this letter about 4 P. 11., `bursday, and an inspection was made of the
<br />condition of the manhole covers in this locality by Prank Wineek ( Garage Foreman)
<br />who reported that there were no indications that any manhole had been open or cover
<br />loose recently.
<br />After receiving this report from 1.1r. Wincek, a. further inspection was made
<br />by 11r. A. Y. Long, G,,nera3 Foremen of btreets, who found that all three manhole
<br />covers rere solidly tarred d oxen and had not been open for some time.
<br />Our findins'in.dicate positively tlst if Iir., Pock h1.d such an accident as
<br />he reports, it must have occurred in some toher locality and we have received no repot
<br />of any loose or open mehholes in the past ten days that would indicate to us ,that
<br />a=ny_mch accident had happened.

<br />The Boerd instructed the secretary of the Board to forward the above
<br />letters of 1r. uoek and i'r. Bailey to "ity Attorney, T.-r. I. S. Romig, for final
<br />disposition of the matter.
<br />Gity Enpineer, W. S. Poore, filed plans, specifications and estimate, and
<br />the Board adopted said plans and specifications, together :pith the following improve-

<br />By Grading, or Grading and Pavement
<br />.ARFOLD STPEET from a point 70 feet south of 4estern Avenue to a point
<br />70 feet north of Huron Street.

<br />The above named streets end alleys within the limits prescribed above
<br />shall be graded from property line to property line, And tr.e roadway thereof shall
<br />be graded, or {graded and Da.ved, end also the roadway of certain portions of the
<br />streets and alleys Which enter or intersect said streets shall be graded, graded and
<br />paved. The paving material to be used in u king se id improvement , shall be sheet
<br />asphalt, asphaltic cone re to , brick, or r ortland cerne3kt concrete pavement. The found-
<br />ation shall be portland cement concrete six inches (6't) thick, or crushed stone, for
<br />the sheet asphalt, asphaltic concrete, a.nd brick. "einforced curb well shall be
<br />built upon present curb ,-;-all, concrete walk and concrete curb shall be constructed
<br />along said streets and alleys where same is necessary. Yanholes, storm water inlets
<br />and conduits shell be constructed where necessary. Also water and sewer connections
<br />shall be constructed .from the different mains to a point six inches (6") inside the
<br />curb lines, where necessary. All mamhole tops and storm water inlets shall be set
<br />to the proper grade. Concrete marginal curb shall be constructed at all street and
<br />alley intersections where necessary; all as .s more particularly shown and ell in •
<br />accordance with the plans, profiles, detail drawings, and specifications on file in
<br />the office of the department of Public 'Works of the amity of bouth Bend, Indiana..
<br />The cost of the improvement herein provided for, shall be paid by the City
<br />of South Bend , In: iena, from the Tra ck Elevation Fund.

<br />In the above named. improvement resolution No.248O, the Board being fully
<br />advised in the premises, takes finel action on said resolution No.2480, and declares
<br />same in all things ratified, confirmed and approved. The Board, hereby, orders that
<br />on the 8th., day of October, 1934, this Poard wil 1 receive, open and read sealed
<br />proposals for the constzu ction of said improvements up to 3 r . MIT. The hoard further
<br />order treat notices of said- proposals be publisl-ed in the :youth Bend News Times and
<br />South Bend Tribune on the 26th. , day df September and on the 3rd. , day of October,
<br />1934, according to law.
